Լեռնային Ղարաբաղի հակամարտության հարցում ստատուս քվոն այլևս ընդունելի չէ, խնդիը պետք է կարգավորել միայն բանակցելով, սեղանի շուրջ նստելով, քննարկելով: Ապրիլի 25-ին Երևանում լրագրողների հետ հանդիպմանը հայտարարեց Ֆրանսիայի Եվրոպական հարցերի պետքարտուղար Հառլեմ Դեզիրը: «Այս պատերազմը չափազանց շատ մահեր պատճառեց: Այն, ինչ տեղի ուենցավ ապրիլի սկզբին, ցույց է տալիս, թե որքան վտան գավոր է իրավիճակը: Զենքերի ձայնը պետք է լռեցվի, Լեռնային Ղարաբաղի հակամարտությանը չկա ռազմական լուծում, մեկ հնարավոր լուծում կա` վերադարձ բանակցային սեղանի շուրջ»,-ընդգծեց ֆրանսիացի պետքարտուղարը:

Այս ամենի համար անհրաժեշտ է հրադադարի ռեժիմի պահպանում և վերահսկողության մեխանիզմների հաստատում: «Մենք երեք համանախագահող երկրներով համակարծիք ենք, որ հաստատվեն վերահսկողության մեխանիզմներ բոլոր այն վայրերում, որտեղ ռազմական գործողությունների վերսկսման պոտենցիալ կա»,-նշեց պաշտոնյան:

Հարցին ի պատասխան, թե ինչ են ենթադրում այդ մեխանիզմները, արդյոք, խոսք է գնում խաղաղապահների տեղակայման մասին, Հառլեմ Դեզիրը նկատեց, որ և տեխնիկական, և մարդկային միջոցների ներգրավում է ենթադրվում: «Երբ ասում ենք միջազգային հանրության հովանու ներքո մեխանիզմների հաստատում, նկատի ունենք, որ այդ դերը կարող է ստանձել ԵԱՀԿ-ն: Այսինքն` դիտորդների միջոցով, ինչպես նաև հսկման էլեկտրոնային սարքերի տեղակայման ձևով: Այսինքն` թե տեխնիկական, թե մարդկային միջոցներով, որոնք թույլ կտան յուրաքանչյուր վայրկյան ստուգելու հրադադարի պահպանման իրողությունը ու բավականին անկողմնակալ կերպով»,-վստահեցրեց ֆրանսիացի նախարարը:

Նա հայտարարեց, որ տարածաշրջան է եկել խաղաղության և անհապաղ բանակցություններին վերադառնալու կոչերով, որը ապրիլի 26-ին փոխանցելու է նաև Ադրբեջանին:
