ԲՀԿ-ն չի պատրաստվում հետևել ՀԱԿ-ի օրինակին

Ազգային ժողովի «Բարգավաճ Հայաստան» խմբակցությունը չի պատրաստվում հետևել ՀԱԿ-ի օրինակին և առկախել մասնակցությունը խորհրդարանում Ընտրական օրենսգրքի քննարկումներին:
Ազգային ժողովում լրագրողների հետ զրույցում այս մասին ասաց ԱԺ ԲՀԿ խմբակցության ղեկավար Նաիրա Զոհրաբյանը: «ԲՀԿ-ն կմասնակցի Ընտրական օրենսգրքի քննարկումներին, քանի որ մենք շատ կարևոր ենք համարում, որպեսզի այն ընդունվի որքան հնարավոր է շուտ: Որքան մենք ձգձգենք Ընտրական օրենսգրքի ընդունումը, այնքան մեզ համար ավելի դժվար կլինի դոնոր կազմակերպություններ գտնել՝ ընտրական գործընթացում որոշ կարևոր խնդիրներ լուծելու համար»,-«Արմենպրես»-ի հաղորդմամբ՝ նշեց Զոհրաբյանը:
Նրա խոսքով՝ բոլոր քաղաքական ուժերը պետք է որքան հնարավոր է շուտ կարողանան կոնսենսուսի գալ գոնե մեկ-երկու կարևորագույն հարցերի շուրջ և դիմել միջազգային դոնոր կազմակերպությունների՝ մատնահետքով էլեկտրոնային քվեարկության համակարգի ներդրման և ընտրական ողջ գործընթացը տեսանկարահանելը ֆինանսավորելու հարցով: Ինչքան երկար մենք ձգենք օրենսգրքի ընդունումը, այնքան կքչանա այն կազմակերպությունների թիվը, որոնք պատրաստ են ֆինանսավորել: Որքան շուտ կարողանանք գոնե այս հարցերում համաձայնության գալ և դիմել միջազգային կազմակերպություններին, այն քան շուտ մենք կկարողանանք խնդիրները լուծել,- հավելեց Զոհրաբյանը:
Հարցին՝ ստորագրված ցուցակների հրապարակումը ԲՀԿ-ի համար սկզբունքային չէ՞, Զոհրաբյանը պատասխանեց. «Դա մեր սկզբունքային պահանջներից մեկն է: Բայց ես այն կարծիքին եմ, որ եթե անգամ ընտրացուցակները հրապարակվեն, եթե անգամ ընդդիմության բոլոր պահանջները ընդունվեն, բայց չլինի ազատ և արդար ընտրություններ անցկացնելու քաղաքական կամք, ոսկերչական մակարդակով ընդունված Ընտրական օրենսգիրքը հնարավոր կլինի ի չարս օգտագործել: Ամենակատարյալ Ընտրական օրենսգրքով հնարավոր է անցկացնել ամենավատ ընտրությունները: Ես իմ այն գործընկերներին, ովքեր օրենսգրքի յուրաքանչյուր դրույթը սարքում են դարի հարց, խորհուրդ եմ տալիս գնալ շատ ավելի կառուցողական ճանապարհով: Այո, մենք պետք է փորձենք ամրագրել արդյունավետ մեխանիզմ՝ միևնույն ժամանակ հասկանալով, որ կարևորը քաղաքական կամքի առկայությունն է: Եթե այդ կամքը չի լինելու, ուզում եք ցուցակները հազար անգամ հրապարակեք, ուզում եք արտասանեք այդ ցուցակները, ոչինչ չի փոխվելու»,- մանրամասնեց պատգամավորը:
ՀԱԿ խմբակցության ղեկավար Լևոն Զուրաբյանն Ազգային ժողովի նիստի մեկնարկին հայտարարեց, որ խմբակցությունն առկախում է իր մասնակցությունը խորհրդարանում ընտրական օրենսգրքի քննարկումներին, քանի դեռ դրա շուրջ չի ձևավորվել իշխանության, ընդդիմության և քաղաքացիական հասարակության միջև անհրաժեշտ կոնսենսուսը: Խորհրդարանն սկսել է Ընտրական օրենսգրքի նախագծի քննարկումը:
Օրենսգիրքը պատգամավորների քննարկմանն է ներկայացնում ՀՀ կառավարության աշխատակազմի ղեկավար-նախարար Դավիթ Հարությունյանը:
