Խաղաղ կարգավորում նշանակում է նաև Արցախի անկախության ճանաչում. Կիրո Մանոյան

Ապրիլի սկզբի քառօրյա պատերազմը կողմերին հեռացրեց ղարաբաղյան հարցի բանակցություններից: Այս մասին «Արմենպրես»-ի մամուլի սրահում հրավիրված ասուլիսին նշեց ՀՅԴ Հայ դատի եւ քաղաքական հարցերի գրասենյակի պատասխանատու Կիրո Մանոյանը: Նրա խոսքով, Ադր բեջանը ձախողել էր ռազմական ճակատում եւ ամեն գնով ուզում էր բանակցությունները ևս տապալել:
«Ադրբեջանը փորձում է այսօր ասել, որ զինադադարի ռեժիմն այլեւս 1994 թվականի պայմանագրով չի որոշվում, այլ այս վերջին` Մոսկվայում ձեռբերված բանավոր պայմանավորվածությամբ: Երբ հայտարարում է, որ ձեռքբերված պայմանավորվածությունը երկկողմ է, ապա դրանով Ադրբեջանը փորձում է ԼՂՀ-ն դուրս գցել հավանական բանակցությունների գործընթացից: Ադրբեջանը դժգոհ է բանակցային գործընթացից, որովհետեւ կարեւոր սկզբունք կա ժողովուրդների ինքնորոշման մասին, ինչը նա յուրովի է մեկնաբանում՝ ասելով, թե ինքնորոշումը պետք է լինի Ադրբեջանի սահմաններում, բայց ոչ ոք ա յդպես չի հասկանում: Հետևաբար Ադրբեջանը դժգոհ է»,- ասաց Կիրո Մանոյանը:
Նրա խոսքով, այստեղ հայկական կողմն անելիք ունի, որովհետև խաղաղ կարգավորումը չի նշանակում միայն բանակցություններ, այն կարող է նշանակել նաեւ Արցախի անկախության միջազգային ճանաչում:
«Միջազգային հանրությունը կարող է ասել` Ադրբեջան, բավական է, և ճանաչել ԼՂՀ-ի անկախությունը, սա ևս խաղաղ կարգավորում է: Խաղաղ կարգավորում ասելով` պետք չէ հասկանալ միայն բանակցություններ, մանավանդ, որ Ադրբեջանը բանակցելու ցանկություն չունի: Եթե մենք ճիշտ աշխատանք տանենք, ապա դա կարող է նաև Ադրբեջանի դեմ դուրս գալ: Այնպես որ, մոտ ապագայում բանակցություններ պետք չէ ակնկալել»,-ասաց Կիրո Մանոյանը:
Բանակցություն չկա, բայց դա չի նշանակում, որ հայկական կողմն աշխատանք չունի անելու: Կիրո Մանոյանի խոսքով, դա պետք է լինի Արցախի անկախության ճանաչումը: «Տարբեր հարթություններում լուրջ աշխատանք պետք է տարվի Արցախի անկախության ճանաչման ուղղությամբ, ու եթե հաջողվի և մի քանի երկրում Արցախը դիվանագիտական ներկայացուցչություն ունենա, ինչպես Հայաստանում, միջպետական պայմանագրեր կնքվեն Արցախի հետ, ապա դա կլինի ճնշում Ադրբեջանի վրա: Հայաստանի նախագահը պատեազմի օրերին հայտարարեց, որ հանձնարարում է ԱԳՆ-ին մշակել ռազմաքաղաքական գործ ակցության պայանագիր Արցախի հետ: Այդ գործը պետք է ավարտին հասցնել, կանգ չառնել: Հայաստանը պետք է ցույց տա, որ պատերազմն իրավիճակ փոխեց»,-ասաց Կիրո Մանոյանը:
