Հայաստանը չէ, որ մերժել է Կազանի փաստաթուղթը: Այսպես արձագանքեց Ռուսաստանի Դաշնության արտաքին գործերի նախարար Սերգեյ Լավրովը հայ լրագրողի հարցին, թե «ռուսական լրատվամիջոցներում, հղում անելով Կրեմլի ու արտաքին գործերի նախարարության իրենց աղբյուրներին, հրապարակումներ եղան, որ Հայաստանի Հանրապետությունն ու Ադրբեջանը մերժել են Կազանի փաստաթուղթը: Արդյոք դա այդպես է»: «Իմ պատասխանը ձեր հարցին շատ հասարակ է. որպես այդ իրադարձությունների անմիջական մասնակից` կարող եմ ասել, որ Հայաստանը կազանյան փաստաթուղթը չի մերժել»,-«Արմենպրես»-ի հաղորդմամբ` ասաց Սերգեյ Լավրովը:
ՀՀ ԱԳ նախարար Էդվարդ Նալբանդյանն էլ հավելեց. «Իմ գործընկերն արդեն ասաց, որ Հայաստանը չէ, որ մերժել է, այսինքն` Ադրբեջանն է մերժել: Նույն հետքայլն ու մերժումն Ադրբեջանն արեց ոչ միայն Կազանում, այլ դրանից առաջ, ինչպես ես բազմիցս ասել եմ, Սոչիում, դրանից առաջ Մոսկվայում, դրանից առաջ Աստրախանում, դրանից առաջ Սանկտ Պետերբուրգում: Այսպես կարող ենք գնալ հասնել տասը տարի առաջ Փարիզ, երբ Փարիզի բանակցություններն էին ընթանում: Իրականությունը սա է»:
