ՀՀ կառավարության աշխատակազմի ղեկավար-նախարար Դավիթ Հարությունյանը համաձայն չէ հնչող տեսակետի հետ, թե բաց ցուցակներով քվեարկությունը նման է մեծամասնական ընտրակարգին: Ազգային ժողովի պետաիրավական հարցերի մշտական հանձնաժողովում Ընտրական օրենսգրքի նախագծի քննարկման ժամանակ, պատասխանելով «Ժառանգություն» խմբակցության ղեկավար Զարուհի Փոստանջյանի հարցադրումն երին, Դավիթ Հարությունյանը նշեց, որ բաց ցուցակներով քվեարկությունը բոլորովին նման չէ մեծամասնական ընտրակարգին: «Եթե մենք սահմանեինք, որ հանրապետության տարածքը բաժանվում է ոչ թե 13, այլ 41 ընտրատարածքների, ապա այդ դեպքում կարող էինք ասել, որ նման է մեծամասնականի: Որքան մենք մեծացնում ենք ընտրատարածքները, այնքան հեռանում ենք մեծամասնական համակարգից: Դրա համար մենք ասում ենք, որ հանրապետության տարածքը բաժանում ենք 13 ընտրատարածքների: Այս դեպքում մենք հանգում ենք համամասնական համակարգի»,- «Արմենպրես»-ի հաղորդմամբ՝ նշեց Հարությունյանը՝ անդրադառնալով պատգամավորի հարցին, թե արդյոք բաց ցուցակներով քվեարկությունը նույն մեծամասնական ընտրակարգով քվեարկությունը չէ՞:
Պատգամավորի հարցին՝ որքա՞ն գումար է հարկավոր, որպեսզի ընտրություններից առաջ բոլոր քաղաքացիներին նույնականացման քարտեր բաժանվեն և քվեարկությունն անցկացվի բացառապես նույնականացման քարտերով, Դավիթ Հարությունյանը պատասխանեց. «Ես հիմա մոտավոր թիվ չեմ կարող ասել, բայց եթե հաշվենք, ստացվում է, որ մոտավորապես 7-8 միլիոն դոլարից ոչ պակաս գումար կպահանջվի, որպեսզի մենք բոլորին անվճար նույնականացման քարտեր բաժանենք: Սակայն այստեղ միայն դա չէ խնդիրը: Եթե մենք որոշում ենք ընդունում, որ քվեարկությունը պետք է կազմակերպենք բացառապես նույÕ �ականացման քարտերով, այդ դեպքում պետք է ունենանք նաև համապատասխան սարքավարումներ, որոնք ձեռք բերելու համար ևս 5-6 միլիոն դոլար կպահանջվի»,- մանրամասնեց Դավիթ Հարությունյանը:
Պատասխանելով ընտրությունների ժամանակ բոլոր տեղամասերում տեսանկարահանում իրականացնելու և ուղիղ հեռարձակում ապահովելու վերաբերյալ պատգամավորի հարցին՝ կառավարության աշխատակազմի ղեկավար-նախարարն ասաց, որ տեսանկարահանումը և ուղիղ հեռարձակումը խնդրահարույց են համարում այն պատճառով, որ որևէ տեղամասում հեռարձակումը կարող է խափանվել, ինչը կասկածների տեղիք կտա:
