Լեռնային Ղարաբաղի հակամարտության լուծման բանակցությունների հետ կապված Հայաստանի պաշտոնական դիրքորոշումը չի փոխվել: «Ավելին ասեմ՝ ներկա իրավիճակում անհնարին է հաշվի չառնել Ադրբեջանի այն կեցվածքը, այն ագրեսիան, որը նա իրականացրեց՝ խախելով արդեն առկա երեք՝ եռակողմ համաձայնագրերը: Եվ բնական է, արդեն ապագա բանակցային գործընթ ացը պետք է ելնի երկու հանգամանքից: Առաջինը՝ պետք է երաշխավորված լինի կրակի դադարեցումը, որովհետև երբ կրակում են, անհնար է բանակցել: Այսինքն՝ զինադադարը պետք է պահպանվի: Հաջորդը՝ պետք է հաշվի առնել, որ գործ ունենք մի սուբյեկտի հետ, որն, ի հակառակ իր իսկ միջազգային պարտավորության, իսկ եռակողմ համաձայնագրերը միջազգային պարտավորություններ են, կարող է խախտել դրանք»,- «Արմենպրես»-ի հաղորդմամբ` կառավարության նիստից հետո լրագրողների հետ զրույցում այդ մասին նշեց ՀՀ փոխարտգործնախարար Շավարշ Քոչարյանը:
Հետևաբար, ըստ փոխնախարարի, ապագայում էլ ցանկացած փուլում Ադրբեջանը կարող է հետ կանգնել իր իսկ ստորագրությունից: Դիրքորոշումը հստակեցնելու վերաբերյալ հարցին Շավարշ Քոչարյանը պատասխանեց. «Այն, ինչ առաջարկել են համանախագահները, իհարկե, հայկական կողմի երազանքը չի եղել, բայց հիմքում ընկած են փոխզիջումային տարբերակներ: Տեսեք՝ կա, այսպես ասած, հետաձգված հանրաքվեի գաղափարը: Իհարկե, տարօրինակ էր, երբ արդեն եղել է հանրաքվե, ու Լեռնային Ղարաբաղի ժողովուրդը, լիովին համապատասխան միջազգային իրավունքի, և այն ժամանակ գործող Խորհրդային Միո ւթյան Սահմանադրությանը, օրենքներին, կազմակերպել է հանրաքվե, արտահայտել իր կամարահայությունը: Ո՞րն էր հետաձգված հանրաքվեի իմաստը: Դա ուղղված է նրան, որ Բաքվի իշխանությունները կարողանան փրկել իրենց դեմքը և ժամանակ ունենան, որ մատուցեն, հրամցնեն իրենց ժողովրդին դրա անհրաժեշտությունը, որովհետև հանրաքվեի արդյունքը, ելնելով այն պայմաններից, որոնք նախապես համաձայնեցված են, գրեթե հասկանալի էր, կանխատեսելի էր»:
Նրա խոսքով՝ այս ժամանակահավածը ցույց տվեց, որ Բաքուն ոչ թե այդ ժամանակն օգտագործում է դեմքը փրկելու համար, ավելի ճիշտ՝ իր ժողովրդին բացատրելու դրա անխուսափելիությունը, այլ գործում է դրա հակառակ ուղղությամբ:
«Չի կարող լինել որևէ նոր մոտեցում, որը Ադրբեջանը կարող է ընկալել որպես իր իրականացրած ագրեսիայի խրախուսում: Եվ այդ հարցում մենք պետք է լինենք և լինելու ենք շատ հետևողական»,- ընդգծեց Քոչարյանը:
