Արփինե Հովհաննիսյանը Սոֆիայում ներկայացրել է ՀՀ դատական համակարգի բարեփոխմանն ուղղված աշխատանքները

Հայաստանի Հանրապետությունը շարունակում է եվրոպական ժամանակակից չափորոշիչներին համահունչ աշխատանքները՝ ուղղված ՀՀ դատական համակարգի բարեփոխմանը: Այս մասին ապրիլի 21-ին հայտարարել է Հայաստանի Հանրապետության արդարադատության նախարար Արփինե Հովհաննիսյանը՝ Սոֆիայում մեկնարկած «Դատական համակարգի անկախության և անկողմնակալության ամրապնդումը որպես նախապայման Եվրոպայի խորհրդի անդամ երկրներում օրենքի գերակայության համար» խորագրով բարձրաստիճան համաժողովի ժամանակ:
Ինչպես «Արմենպրես»-ին տեղեկացրին ՀՀ արդարադատության նախարարության տեղեկատվության եւ հասարակայնության հետ կապերի վարչությունից, այդ համատեքստում նախարարը կարևորել է Իրավական և դատական բարեփոխումների 2012-2016 թթ. ռազմավարական ծրագիրը և դրանից բխող միջոցառումների ցանկը հաստատելու մասին ՀՀ Նախագահի կարգադրությունը: Նրա խոսքով՝ այս ռազմավարական ծրագիրն ընդգրկում է քրեական, քաղաքացիական և վարչական արդարադատությունը, ինչպես նաև դատական համակարգի ինստիտուցիոնալ զարգացումը: Արփինե Հովհաննիսյանը հատկանշական է համարել նաև 2015 թվականի հանրաքվեի արդյունքում ընդունված նոր Սահմանադրությունը, որն ապահովում է իրավունքի գերակայության սկզբունքի շարունակական ամրապնդումը, մարդու հիմնարար իրավունքները և ազատությունները, դատական համակարգի անկախությունը երաշխավորող սահմանադրական ընթացակարգերի զարգացումը: Այդ առումով նախարարը կարևորել է ԵԽ մասնակցությունը՝ նոր Սահմանադրությանը համահունչ Դատական օրենսգրքի նախագծի մշակման աշխատանքներում:
Հիշեցնենք, որ Բուլղարիայի մայրաքաղաք Սոֆիայում տեղի ունեցող բարձրաստիճան համաժողովի նպատակը Եվրոպայի խորհրդի և նրա անդամ պետությունների միջև երկխոսությունը խթանելու հնարավորության ստեղծումն է՝ ուղղված անկախ և անկողմնակալ դատական համակարգի ապահովմանը:
Համաժողովին մասնակցում են աշխարհի տարբեր երկրների մոտ երկու հարյուր պատվիրակներ՝ արդարադատության նախարարներ, դատական համակարգի բարձրաստիճան անդամներ, ինչպես նաև ԵԽ կառույցների և միջազգային այլ կազմակերպությունների ներկայացուցիչներ:
