Իրանը եւ Ռուսաստանը պետք է օգտագործեն իրենց հնարավորությունները Ղարաբաղում խաղաղության հասնելու համար: Այդ տարածաշրջանում բավարար մրրկայնություն եւ պատերազմներ են, եւ այդ պատճառով մենք պետք է թույլ չտանք, որպեսզի նոր պատերազմ ծագի:
Այս մասին, ինչպես հաղորդում է «Արմենպրես»-ը, Մոսկվայում «Վեստնիկ Կավկազա»-ի հարցին տված պատասխանում հայտարարել է Իրանի խորհրդարանի նախագահ Ալի Լարիջանին` նշելով, որ ղարաբաղյան հակամարտությունը Իրանի Իսլամական Հանրապետության ուշադրությունը գրավող տարածաշրջանի գլխավոր հարցերից մեկն է:
Լարիջանին հայտնել է, որ Մոսկվա կատարած այցի ընթացքում ղարաբաղյան կարգավորման հարցով ինտենսիվ բանակցություններ է անցկացրել Ադրբեջանի իր պաշտոնակից Օգթայ Ասադովի հետ:
«Մենք մեր ռուսաստանցի բարեկամների հետ կիսում ենք այն կարծիքը, որ պետք է թույլ չտանք, որպեսզի պատերազմի կրակը տարածվի տարածաշրջանում: Այդ պատճառով երկու երկրները՝ Իրանը եւ Ռուսաստանը, պետք է գործի դնեն իրենց ջանքերը, օգտագործեն իրենց հնարավորություններն այն բանի համար, որպեսզի համոզեն Ադրբեջանին եւ Հայաստանին կարգավորել այդ խնդիրը քաղաքական ուղիով», -ամփոփել է նա:
Ս. թ. ապրիլի 2-ի գիշերը Ադրբեջանը ռազմական ագրեսիա է կատարել Լեռնային Ղարաբաղի Հանրապետության նկատմամբ` խոշոր տրամաչափի զենքերով,ռազմական ուղղաթիռներով, նռնականետներով, ականանետներով եւ հրետանիով գնդակոծելով սահմանամերձ դիրքերը եւ բնակավայրերը: Ադրբեջանի ագրեսիանկասեցվել է ԼՂՀ զի նված ուժերի ուժգին հակահարվածների շնորհիվ: Մարտական գործողոթյունները շարունակվել են երեք օրից ավելի: Ադրբեջանի խնդրանքով եւՌուսաստանի միջնորդությամբ կրակի դադարեցման ռեժիմը վերականգնվել է ապրիլի 5-ին ժամը 12:00-ին:
1994 թ. մայիսի 12-ին ուժի մեջ մտավ զինադադարի մասին ադրբեջանական կողմի խնդրանքով ստորագրված համաձայնագիրը: Ներկայում հիմնախնդրիկարգավորման շուրջ բանակցություններն ընթանում են ԵԱՀԿ Մինսկի խմբի համանախագահների (Ռուսաստան, ԱՄՆ, Ֆրանսիա) միջնորդությամբ` 2007 թ. նոյեմբերինվերջիններիս կողմից նե րկայացված մադրիդյան առաջարկությունների հիման վրա:
Ադրբեջանը մինչ այսօր չի կատարում ՄԱԿ-ի Անվտանգության խորհրդի 1993 թ. 4 բանաձեւերը` շարունակելով տարածաշրջանում սպառազինությունների մրցավազքիհրահրումը եւ կոպտորեն խախտելով միջազգային իրավունքի ուժի եւ ուժի սպառնալիքի չկիրառման սկզբունքը:
Հայաստանը համոզված է, որ կարգավորման գործընթացի արդյունավետության բարձրացումն անհնար է առանց բանակցություններին հակամարտության կողմ հանդիսացող Լեռնային Ղարաբաղի լիիրավ մասնակցության:
