Լևոն Մկրտչյանը կարևորել է լեզվի սահմանադիր մարմնի ձևավորումը

ՀՀ կրթության և գիտության նախարար Լևոն Մկրտչյանն աշխատանքային խորհրդակցություն է հրավիրել, որի ընթացքում քննարկվել են Լեզվի պետական տեսչության գործունեության վերաբերյալ առկա խնդիրներն ու Հայերենի բարձրագույն խորհուրդ ձևավորելու առաջարկությունը: Այս մասին տեղեկացրին ՀՀ կրթության և գիտության նախարարության հասարակայնության հետ կապերի և տեղեկատվության վարչությունից:
Քննարկման մասնակից շահագրգիռ կառույցների ներկայացուցիչներն արձանագրել են, որ պետական քաղաքականության կարևոր բաղադրիչներից է լեզվաքաղաքականությունը, և Լեզվի պետական տեսչությունը, լինելով այդ խնդրով զբաղվող միակ պետական կառույցը, բավարար լիազորություններ չունի առկա խնդիրները կանոնակարգելու, համապատասխան քաղաքականությունը մշակելու և միաժամանակ նաև իրագործելու համար: ՀՀ կրթության և գիտության նախարար Լևոն Մկրտչյանին ներկայացվել են մի քանի առաջարկություններ, մասնավորապես Լեզվի տեսչության կարգավիճակը բարձրացնելու և զուգահեռաբար նաև Հայերենի բարձրագույն խորհուրդ ձևավորելու վերաբերյալ:
Նախարար Լևոն Մկրտչյանն իբրև մտահոգություն նշել է, որ եթե ձևավորվող մարմինը լինելու է ընդամենը խորհրդակցական, ապա այն կարող է իրականում գործող կառույց չդառնալ: «Խորհրդակցական մարմինները ֆունկցիոնալ առումով չեն կարող ազդեցիկ լինել: Խնդիրը շատ հին է և տարիների պատմություն ունի: Եթե խորհուրդներն իրավական ակտեր թողարկելու իրավասություն չունեն, ապա նրանց որոշումները պարտադիր կատարման ենթակա չեն: Վստահ եմ, որ հատկապես լեզվաքաղաքականության ոլորտում շատ կարևոր է սահմանադիր մարմին ունենալը: Իմ մոտեցումը հետևյալն է. լեզվի պետական տեսչության կարգավիճակը բարձրացնել՝ տալով գործադիր մարմնի գործառույթներ և զուգահեռաբար ստեղծել Հայերենի բարձրագույն խորհուրդ՝ որպես լեզվաքաղաքականության օրենսդիր մարմին: Այս երկու մարմինները միմյանց փոխլրացնելով կդառնան լեզվի սահմանադիր մարմին»,- նշել է Լևոն Մկրտչյանը:
Հայերենի բարձրագույն խորհրդի, Լեզվի պետական տեսչության գործառույթների ընդլայնման, իրավական դաշտի փոփոխությունների և լեզվաքաղաքականության խնդիրների շուրջ ծավալվել է շահագրգիռ մտքերի փոխանակում, ներկայացվել են տարբեր մոտեցումներ՝ մասնավորապես տերմինաբանական կոմիտեի գործունեության վերականգնման, սփյուռքի ներուժի օգտագործման, արևմտահայերենի զարգացման և դպրոցական ծրագրերում կամընտրական դասընթացների ներդրման, ինչպես նաև այլ հարցերի վերաբերյալ:
Առաջիկայում նախատեսվում են քննարկումներ ՀՀ կառավարությունում և մասնագիտական լայն շրջանակներում՝ շահագրգիռ կառույցների մասնակցությամբ:
