Բանակցային գործընթացում, որն ուղղված է ղարաբաղյան կոնֆլիկտի խաղաղ կարգավորմանը, հայկական կողմի գլխավոր փաստարկը միջազգային իրավունքում ամրագրված ինքնորոշման սկզբունքն է: Դրան ի պատասխան՝ ադրբեջանական կողմը անընդհատ վկայակոչելու է տարածքային ամբողջականության սկզբունքը, և որքան էլ մենք հղում անենք 25 տարվա վաղեմության իրադարձություններին՝ կապված ԽՍՀՄ փլուզման և դրա կազմից պետությունների և ինքնավարությունների դուրս գալու հավասար պայմաններին, միևնույն է, այդ ամենը դառնում է խաղաքարտ հակամարտության կարգավորմամբ զբաղվող երկրների ներկայացուցիչների ձեռքում:
Կարծում եմ, որ մենք ավելի հզոր փաստարկ ունենք, քան զուտ ինքնորոշման իրավունքը: Այդ փաստարկը վերաբերում է անվտանգությանը:
Ցանկացած պետության ձևավորման գլխավոր և հիմնավոր նպատակը բնակչության անվտանգության ապահովումն է արտաքին վտանգներից: Մեր պարագայում, Ադրբեջանը բազմիցս ապացուցել է, որ իր կազմում հայերի կյանքը վտանգված է, և վերջին տարիներին այդ վտանգը բացարձակապես չի նվազել, այլ հակառակը: Հետևաբար, Արցախի բնակչության համար անվտանգ ապրելու միակ տարբերակը անկախ պետություն ունենալն է:
Եթե այսօր Ադրբեջանը գնդակոծում է Արցախի տարածքը՝ դա ներկայացնելով որպես իր տարածքների ազատագրման փորձ, ապա, անկախ պետության տարածքը գնդակոծելը, նույն կեղծ փաստարկով այլևս մեկնաբանել չի ստացվի, ինչպես նաև չի ստացվի որևէ փաստարկով:
