Պետությունը պետություն չէ, երբ խնդիրը՝ առօրեական, հասարակ, սովորական պետք է լուծվի միայն նախագահի հետ ուղիղ հեռուստակապով ահազանգելուց հետո…Երբ պետական, իրավասու ստորին, միջին օղակները թաղված են կոռուպցիայի, կաշառակերության, ամենաթողության, անարխիայի մեջ, ոչինչ չեն ձեռնարկում քաղաքացիներին պաշտպանելու, օրինականությունը պահպանելու ուղղությամբ և միայն թալանում, գռփում են, ու միայն նախագահի վրդովմունքից հետո են <<դաստով>> կենտրոններից լցվում ծայրամասեր այդ հարցերը կարգավորելու, մեղավորներին պատժելու համար…
Մի երկիր, որտեղ խաբեությունը, խարդախությունը, լկտիությունը, զոռբայությունը, կրիմինալի սերտաճումը տնտեսական, իրավապահ բնագավառներ մեծ չափերի է հասնում, ապա նա նորմալ պետություն չի դառնա…
Մի երկիր, որի ողջ պրոպագանդան և քաղաքական հաղորդումները դեռևս խորհրդային ժամանակների ոճի ու մակարդակի է, ուրեմն դա պետություն չէ, դա շա՜՜՜տ մեծ կոլխոզ է…Երբ ստորին պաշտոնյաների անգործունեության կամ չինովնիկական քաշքշուկի հետևանքով չլուծված ու բնականաբար նրանց մակարդակի հարցերը լուծվում են այդ երկրի նախագահի հեռուստակամրջի միջոցով, և շաբաթներով պրոպագանդում, գովերգում են նախագահին այդ խնդիրները օպերատիվ լուծելու և սրտացավության համար, ապա այդ պետությունը հաստատ պետություն չի դառնա…
Մի պետություն, որն ունենալով մարդկային, օգտակար հանածոների զգալի ռեսուրսներ, անասնապահական, գյուղատնտեսական, բնակլիմայական անհրաժեշտ բարենպաստ պայմաններ, սակայն նստած է միայն ու միայն զենքի և նավթամթերքների վաճառքի <<ասեղի վրա>>, պարենամթերք, մգեր, բանջարեղեն ձեռք է բերում հարևան երկրներից, ապա նորմալ պետություն չի դառնա…
