Քաղհասարակության ներկայացուցիչները ստորագրված ընտրացուցակները հրապարակելու առաջարկներ են ներկայացրել

Քաղաքացիական հասարակության ներկայացուցիչները երեք տարբերակ են մտածել ընտրությանը մասնակցած անձանց ստորագրված ցուցակների հրապարակման հետ կապված: Այս մասին այսօր ԱԺ-ում մեկնարկած 4+4+4 ձեւաչափով քննարկման ժամանակ ասաց «Իրավունքի Եվրոպա միավորում» իրավապաշտպան հասարակական կազմակերպության ներկայացուցիչ Տիգրան Եգորյանը:
«Առաջինը ցուցակների հրապարակման պարտավորությունը կրում է պետությունը, իսկ հանրությունը օգնելու է բացահայտել ընտրակեղծիքները: Երկրորդը՝ ընդունելի կլինի, որ, ինչ-ինչ նկատառումներից ելնելով, սահմանափակ ծավալով հրապարակվի: Եթե ոչ մի դեպքում հնարավոր չեք համարում պետությանը այդ պարտավորությամբ ծանրաբեռնել, ապա հնարավորություն տվեք քաղհասարակության ներկայացուցիներին պատճենահանել ցանկացած տեղամասում ցանկացած ծավալով ստորագրված ցուցակներ»,- նշեց Եգորյանը՝ ներկայաց նելով իրենց առաջարկները և հավելեց, որ որ այս երեք կետերից մեկի ընդունման դեպքում կարելի է ասել, որ արվել է քայլ ընտրական գործընթացի թափանցիկության ուղղությամբ:
Եգորյանը հավելեց, որ այս առաջարկներից մեկի ընդունման դեպքում քաղհասարակության ներկայացուցիչները պատրաստ են չքննարկել մյուս 4 առաջարկները, որոնք ավելի վաղ հրապարակվել էին քաղաքական ուժերի եւ քաղհասարակության ներկայացուցիչների կողմից:
ԱԺ աշխատակազմի ղեկավար Հրայր Թովմասյանը հետաքրքրվեց՝ քաղաքացիական հասարակության համար ամենակարևորը ցուցակների մատչելիության որոշակի աստիճա՞նն է: Տիգրան Եգորյանը պատասխանեց, որ եթե իրենց առաջարկներից մեկն ընդունվի, մնացած հարցերը քաղհասարակության ներկայացուցիչների համար դառնում են այս հարցի նկատմամբ ստորադաս:
ՀՀ Կառավարության աշխատակազմի ղեկավար-նախարար Դավիթ Հարությունյանն էլ իր հերթին հարցեց. «Եթե ընդունվեց մեկը, դուք պատրա՞տ եք ասելու, որ կոնսենսուսը քաղհասարակության հետ կապված կայացավ»:
Տիգրան Եգորյանի խոսքով՝ եթե ստորագրված ցուցակները հրապարակվում են եւ այս սահմանափակումն էապես ընդլայնվում է, ապա մեծ հնարավորություն է ստեղծվում ընտրական գործընթացը վերահսկելու համար:
