Ցանցացած իրավիճակում պետությունը պետք է լինի լոկոմոտիվը

ԼՂ շփման գծում տեղի ունեցած «հնգօրյա պատերազմը» հայ հասարակության վրա թողեց հոգեբանական, տնտեսական, ինչպես նաև քաղաքական լուրջ ազդեցություն: Ըստ լրատվամիջոցներում առկա լուրերի՝ շփման գծում իրավիճակը նախորդ մի քանի օրերի համեմատ նկատելի նվազել է, սակայն քաղաքական-հասարակական ողջ սպեկտրը շարունակում է լարված մնալ և քննարկել ու վերլուծել ստեղծված իրադրույթունը:
Սահմանային դեպքերը բնականաբար ունեցան նաև անդառնալի հետևանքներ. ծավալված մարտերի ժամանակ զոհվեցին մի քանի տասնայակ հայորդիներ: Հասարակության արձագանքը բավականին բուռն էր, և զոհվածների ընտանիքներին սկսվեցին ցույց տալ ամենատարբեր օգնություններ և օժանդակություններ: Օգնություններն բազմազան էին. զոհվածների ընտանիքների որոշ բանկերում ունեցած վարկերը սառեցվեցին, հասարակ բնակչից մինչև պետական չինովնիկներ նյութական և ֆինանսապես աջակցեցին կորուսյալ ընտանիքներին:
Այսօրվա կառավարության նիստում էլ վարչապետը հանձնարարել է էկոնոմիկայի նախարարությունը մարտական գործողությունների հետևանքով զոհված անձանց ընտանիքների համար կայուն եկամտի աղբյուր ստեղծելու նպատակով մշակելու և հնարավորինս սեղմ ժամկետում կառավարությանն է ներկայացնելու համապարփակ առաջարկ՝ նշելով նաև ֆինանսավորման աղբյուրները:
Ստեղծված զգայուն և էյֆորիկ ֆոնն այսօր մի կողմ դնելով հարկավոր է հստակ վերլուծել ու դասեր քաղել իրավիճակից, ներկայումս հարկավոր է գնալ սթափ որոշումներ ընդունելու ճանապարհով ոչ միայն ստեղծված, այլև մնացած բոլոր ոլորտներում: Ասել է թե պետության ներսում պետք են լուրջ համակարգային փոփոխություններ: Նշված փոփոխություներն առաջին հերթին հարկավոր են, որպեսզի կոնկրետ ոլորտ և ոլորտի պատասխանատու իմանա` իր անելիքներն ու պարտականությւոները, և հստակ կողնորոշվի յուրաքանչյուր ստեղծված իրավիճակում: Այլապես ցանկացած ցուգցվանգային իրավիճակ կառաջացնի հերթական շոկային կոլափսը:
Հ.Գ. 1 Անկախ նրանցի` ով ինչ կհայտարարի կամ ԶԼՄ-ում կհրապարակվեն այս կամ այն կառույցի ու անհատի գրպանից ծախսված գումարների և նվիրատվությունների մասին, պետությունը պետք է լինի յուրաքանչյուր իրավիճակի լոկոմոտիվը և ձեռքը պահի իրադրության «պուլսի վրա». պետությունը պետք է լինի թելադրողը, և նախաձեռնություն իր ձեռը վերցնի:
Հ.Գ. 2 Պետությունն ամեն դեպքում ռազմական գործողությունների մասնակից տարբեր խմբերի համար արտոնություններ ունի սահմանած, ուղղակի պետք է նոր միջոցներ գտնել այդ գումարները բարձրացնելու համար:
