Արտաքին վտանգի դեպքում ժողովուրդները ձգտում են կոնսոլիդացիայի, արտաքին վտանգը մեղմացնում է, երկրորդ-երրորդ պլան են մղվում ներքին հակասությունները:
Այդպես է բոլոր ժողովուրդների մոտ: Այդպես եղել և կլինի: Եվ նորմալը դա է: 
Մեր ունեցած-չունեցածը այս պետությունն է և իշխանությունը, և տրամաբանական է, որ արտաքին վտանգի դեպքում իշխանությունը ստանում է վստահության լիմիտ, որը պարտավոր է խելամտորեն օգտագործել:
Մարդիկ այդպես են տրամադրված, և ներկայիս հանրային տրենդը հենց այդ միավորման գործընթացն է ընդեմ արտաքին թշնամու: Կրկնում եմ, աննորմալը հակառակը կլիներ: Ու անիմաստ է այդ տրենդը անտեսել, զարմանալ ու բողոքել:

Հիմա: Եթե ժողովուրդը տեսնում է, որ իր հատվածի մի մասը այդ ընդհանուր արտաքին վտանգի դեմ պայքարում չի միավորվում, նեղ խավային, քսակային հարցեր է լուծում, սաշկավատ է անում, ապա հանուն այդ միավորման նաև սկսում է պայքարել այդ դավաճան անխոհեմ հատվածի դեմ, որը չի ուզում ընդհանուր գործի համար տալ ոչինչ. ոչ փող, ոչ կյանքեր, ոչ բարեփոխումներ: 
Այդժամ սկսվում է ամենավատը. ներքին և արտաքին լարումների համընկումը:
Սա էլ հիշեցնեմ մեր իշխանավորներին, եթե փորձեն շահագործեն կամ չարաշահեն այդ վստահության լիմիտը:
Այդժամ, այդ նույն միավորման եռանդը, որի վրա հույսը դրել են՝ սկսում է աշխատել էլի հանուն միավորման՝ չմիավորվածների, իշխանության դեմ:

Եթե իշխանությունը ժամանակը բաց թողնի, կարծելով, որ այս մտնոլորտը հավերժ կամ երկար է մնալու և կարելի է ոչինչ չանել, ապա հիասթափեցնեմ: Ավարտվելու է: Եվ այդ դեպքում բոլոր հապճեպ քայլերը ու գործողությունները՝ արդեն այդ վստահության կորստի դեպքում լինելու են նվազ արդյունավետ, պահանջելու են ավելի մեծ ճիգեր, իսկ ներքին լարված իրավիճակը նոր խնդիրներ է ստեղծելու:
Իսկ այդ ներքին խնդիրների ստեղծումը Ադրբեջանի ռազմավարության կարևորագույն նպատակներից մեկն է:

Քանի որ մինչև դանակը ոսկոռին չհասնի՝ ոչինչ չեն անի, ասի՝ ասեմ: Հետո չասեն, թե ինչու այսպես եղավ: Լիմիտը կա, բայց այն ավարտվելու է:
