Հիմա մի փոքր կարճ արտահայտվեմ` ակնկալիքով, որ առաջիկայում ավելի ծավալուն անդրադարձ կանեմ. Ապրիլյան պատերազմը ցույց տվեց, որ "մադրիդյան սկզբունքները" կամ դրանց հիման վրա առաջացած "կազանյան տարբերակ"-ը հայկական կողմի համար ընդունելի լինել չեն կարող, քանի որ թե առաջին, թե երկրորդ դեպքում ԼՂՀ-ն պիտի հրաժարվի ազատագրված տարածքների մի մասի նկատմամբ վերահսկողությունից. Գոնե ստեղծված իրավիճակում այդ մասին խոսք անգամ գնալ չի կարող, քանի որ Ադրբեջանը հերթական անգամ ապացուցեց, որ չի հարգում միջազգային և ոչ մի փաստաթղթի տակ դրված իր իսկ ստորագրությունը ու, հետևաբար, ոչ մի երաշխիք չկա, որ այսօր ձեռք բերված համաձայնությունները վաղը Բաքուն չի խախտելու և նոր պատերազմ չի սկսելու. Իսկ սա նշանակում է, որ ՀՀ-ն պիտի փոխի իր արտաքին քաղաքականության կոնցեպտը` այն դարձնելով ավելի ճկուն, տեղի ունեցող աշխարհաքաղաքական գործընթացներին ավելի համահունչ և, որ պակաս կարևոր չէ, շատ ավելի համարձակ կամ, եթե կուզեք, ագրեսիվ. Համենայնդեպս, համարձակվում եմ պնդել, որ հիմա դրա նախապայմաններն ապահովված են հենց Ադրբեջանի ագրեսիայի արդյունքում ու հետևանքով. Միաժամանակ, սակայն, կարծում եմ, որ նշվածին հասնելու համար անհրաժեշտ է հրաժեշտ տալ ՀՀ արտգործնախարար Էդվարդ Նալբանյանին, որը լինելով չափազանց զգուշավոր, իսկ որոշ դեպքերում նաև վախկոտ դիվանագետ, պարզապես չի կարող իրականացնել ագրեսիվ քաղաքականություն. Բացի այդ, կենսականորեն անհրաժեշտ է վերանայել դիվանագիտական կորպուսի ռոտացիոն քաղաքականությունը. Մասնավորապես, պետք է հրաժարվել դեսպանի պաշտոնը որպես "վաստակավոր թոշակ" դիտարկելուց և մշակութային գործիչների և նախկին սպորտսմենների փոխարեն "ծանրաքաշ" դիվանագետների նշանակել բոլոր այն երկրներում և կառույցներում, որոնց հետ տարված աշխատանքները կարող են ապահովել նոր քաղաքականության արդյունավետությունը. Ընդ որում, դա անհրաժեշտ է անել օր առաջ, քանի որ հաշիվ է ամեն օրը, ամեն ժամը. Իսկ որպես այս ամենի առաջին քայլ անհրաժեշտ է ԱԳ համակարգ վերադարձնել բոլոր այն դիվանագետներին և մասնագետներին, որոնք 2008 թվականին հանիրավի աստիճանազրվեցին ու պաշտոնանկ արվեցին. Հին վիրավորանքներով ու սկզբունքներով առաջնորդվելու ժամանակը չէ այլևս.
