ԵԱՏՄ երկրներից ներկրված ավտոմեքենաների բոլոր ձևակերպումները կիրականացվեն մեկ վայրում

ԵԱՏՄ-ին միանալու կապակցությամբ 2015 թվականից ՀՀ ֆինանսների նախարարության ավտոտրանսպորտային միջոցների մաքսային ձևակերպումների մասնագիտացված մաքսատանն առաջնորդվում են նոր ընթացակարգերով:
Ինչպես տեղեկացրին ՀՀ ֆինանսների նախարարության տեղեկատվության եւ հասարակայնության հետ կապերի վարչությունից, Միության անդամ երկրներից ավտոտրանսպորտային միջոցների ներմուծման դեպքում մաքսատուրքեր չեն կիրառվում. «Խոսքը վերաբերում է ոչ միայն ԵԱՏՄ տարածքում ամբողջությամբ արտադրված ավտոմեքենաներին, այլև ԵԱՏՄ-ում ձեռք բերված տարբեր երկրների արտադրության և մակնիշների մեքենաներին, որոնք օրենսդրությամբ սահմանված կարգով ստացել են Միության ապրանքի կարգավիճակ»,- ասել է Մաքսատան պետ Բաբկեն Ղազարյանը:
ԵԱՏՄ անդամ երկրներում հաշվառումից հանած ավտոմեքենաների տերերը Լարսի անցակետում պարտադիր տրվող տարանցման հայտարարագրի հիման վրա ՀՀ տարածք մուտք գործելուց հետո հարկային մարմնում պետք է վճարեն ԱԱՀ-ն, ինչը նշանակում է, որ քաղաքացին ավտոմեքենայի հետ կապված որոշ գործառույթներ իրականացնելու համար պետք է տարբեր գերատեսչություններ այցելեր: Բաբկեն Ղազարյանը տեղեկացրել է, որ ավտոմաքսատան նախաձեռնությամբ ներդրված «մեկ պատուհան» սկզբունքի շնորհիվ՝ ԵԱՏՄ-ից ավտոմեքենա ներկրողներն այժմ մեկ վայրում՝ մաքսատան հատուկ մասնագիտացված սպասարկման սրահում են վճարում ԱԱՀ-ն, որտեղ սպասարկում են հենց հարկային ծառայության աշխատակիցները: Սրահը նախատեսված է բացառապես ԵԱՏՄ-ից ներկրվող ավտոմեքենաների ձևակերպման համար. «Այդպիսով, նույն վայրում՝ մեկ հարկի տակ քաղաքացին ոչ միայն կատարում է իր հարկային պարտավորությունները, այլև անցնում է փորձագիտական կենտրոնի զննությունը, ստանում Ինտերպոլի համապատասխան փաստաթուղթը և հաշվառման կանգնում ոստիկանությունում»,- ընդգծել է մաքսատան ղեկավարը:
Քաղաքացիներին բարձրակարգ և արագ ծառայություն մատուցելու նպատակով, ավտոմաքսատանը միաժամանակ շարունակվում են ընթացակարգերի պարզեցմանն ու սպասարկման որակի բարելավմանն ուղղված բարեփոխումները: Մաքսային ձևակերպման գործընթացից ամբողջությամբ հանվել են պարամետրերը կամ, այսպես կոչված, օպցիաները: Գործարկվել է նաև ավտոմեքենաներում վնասակար արտանետումների չեզոքացուցիչի առկայությունը ստուգող փորձագիտական երկրորդ կետը` բացառելով հերթերը: Մաքսատանը եռամսյա պարբերականությամբ հետևում են նաև ավտոշուկայի համաշխարհային միտումներին` վերանայ ելով մաքսազերծման սակագները:
2015 թվականի հունվար-հունիսին Հայաստան է ներկրվել մոտ 13 հազար ավտոմեքենա: Առաջին կիսամյակում, Բաբկեն Ղազարյանի տեղեկացմամբ` ավտոմաքսատունը պետական բյուջե է ուղղել շուրջ 13.5 միլիարդ դրամի մուտքեր:
