Ֆրանսիայի Սենատի եվրոպական հարցերի հանձնաժողովի նախագահ Ժան Բիզեն առանձնահատուկ մտահոգված է Հարավային Կովկասում մի քանի օր առաջ սկված նոր բռնկմամբ:
«Բոլոր կողմերին մարդկային կորուստներ տված այս հարձակումը ժամանակավոր հանդարտվել է երերուն հրադադարով: Այս պահին, երբ ԵԱՀԿ Մինսկի խումբը արտակարգ հանդիպումներ է նախաձեռնել հակամարտող կողմերի հետ, պետք է արձանագրել, որ այս հարձակումը, որը ցավոք բազմաթիվ ղարաբաղցի քաղաքացիական զոհեր տվեց, որևէ մեկին ծառայություն չմատուցեց՝ անփոփոխ թողնելով ուժերի հարաբերակցությունը ճակատային գծում»,- ասել է Բիզեն:
Նա ընգծել է, որ ղարաբաղցիների համար անկախությունը և հանրապետության հիմնումը ոչ այլ ինչ է, քան խաղաղության մեջ և անվտանգ ապրելու միջոց, իր քաղաքացիներին հարգող, աշխարհին բաց և ապագային միտված ժողովրդավարական պետություն կառուցելու հնարավորություն:
Եվրոպական հարցերի հանձնաժողովի նախագահը փաստել է, որ միջազգային հանրությունը պետք է իր պատասխանատվությունը գիտակցի. «Բացի Մինսկի խմբից, անհրաժեշտ է, որ ողջ ԵԱՀԿ-ն իրոք իր վրա վերցնի այս հարցը՝ բանակցությունների նոր հիմքեր հաստատելու համար: Լեռնային Ղարաբաղի Հանրապետությունը 20 տարուց ավել է, ինչ ապացուցում է իր կենսունակությունը և վստահելիությունը, վերջինիս ճանաչման և հետևաբար բանակցությունների սեղանի շուրջ ներկայության հարցը պետք է առաջխաղացում արձանագրի: Հարկավոր է կողմերին պարտավորեցնել հրադադարի ռեժիմի հարգման արդյունավե տ մեխանիզմներ, այնպիսի մեխանիզմներ, որոնց արդեն իսկ համաձայնել են Երևանը և Ստեփանակերտը, և միայն Բաքուն է, որ ձգձգում է համաձայնությունը»:
Ժան Բիզան կարևոր է համարել հիշեցնել, որ «հանդարտեցման կամքը և պատասխանատվության ոգին պետք է գերիշխեն ինչպես հակամարտության կողմերի, այնպես էլ հարևան երկրների, ի մասնավորի՝ Թուրքիայի գործողություններում»:
