Ժամանակը եկել է, որպեսզի միջազգային հանրությունը ճանաչի Լեռնային Ղարաբաղի Հանրապետության անկախությունը, իսկ բանակցություները պետք է ընթանան տարածքների և փախստականների վերաբերյալ, այլ ոչ թե անկախության: Ինչպես հաղորդում է «Արմենպրես»-ը, նման կարծիք Ստեփանակերտում կայացած ասուլիսի ընթացքում հայտնել է Հանրային խորհրդի նախագահ Վազգեն Մանուկյանը:

«Միջազգային կազմակերպությունները միշտ հավասարություն են անցկացնում: Արևմտյան պետությունները շատ լավ գիտեն, թե ով է խախտում հրադադարը»,-շեշտեց Մանուկյանը :

Նրա գնահատմամբ՝ տարածաշրջան ԵԱՀԿ Մինսկի խմբի համանախագահների այցի ընթացքում պետք է քննարկվի մի քանի հարց: «Հարց մեկ՝ բոլորը պետք է վերադառնան իրենց դիրքերին: Արբանյակից շատ հստակ երևում են զորքերի կուտակումները, ես չեմ հասկանում ԱՄՆ-ի և Ռուսաստանի քաղաքականությունը, որոնք ունեն համապատասխան արբանյակային հետախուզական տվյալներ, սակայն չեն անում համապատասխան հայտարարություններ»,- ընդգծեց Վազգեն Մանուկյանը:  

Մանուկյանի կարծիքով՝ ամենայն հավանականությամբ նավթի գների անկումը և Ալիևի օֆշորային սկանդալները ևս պատճառ հանդիսացան, որ Ադրբեջանը վերսկսի ռազմական գործողությունները՝  իր ժողովրդին ներքին խնդիրներից շեղելու համար: 

«Մինսկի խումբը միշտ պետք է արբանյակային հետախուզությունով մոնիթորինգ անցկացնի, որ դրանից հետո չասի, թե չի հասկանում՝ ինչ է տեղի ունենում»,- շեշտեց Վազգեն Մանուկյանը:
