ԵԱՀԿ Մինսկի խմբի համանախագահների' փախստականների շահերը ներկայացնող կազմակերպությունների հետ հանդիպումներն ու ակնարկներն ադրբեջանցի փախստականների միակողմանի վերադարձի անհնարինության մասին, Ադրբեջանին զրկեց իր ևս մեկ հաղթաթղթից: Լրագրողների հետ հուլիսի 27-ին կայացած հանդիպմանն այսպիսի կարծիք հայտնեց ադրբեջանագետ, Ադրբեջանահայերի ասամբլեայի նախագահ Գրիգորի Այվազյանը: «Զարմանալի է, բայց քաղաքագետներից քչերն ուշադրություն դարձրեցին Մինսկի խմբի համանախագահների այդ հայտարարությանը, որով նրանք հաստատեցին այն իրողությունը, որ փախստականների վերադարձը պետք է լինի միայն երկկողմանի կամ ընդհանրապես չլինի, ինչը շատ ծանր հարված էր ադրբեջանական իշխանությունների համար. նրանք տարիներ շարունակ բարձրացնում էին իրենց փախստականների միակողմանի վերադարձի հարցը»,- «Արմենպրես»-ի հաղորդմամբ՝ նշեց նա:
Նա նկատեց, որ ադրբեջանական քարոզչամեքենան սկսել է ստահոդ լուրեր տարածել, թե իբր հայերը սահմանամերձ գոտում սպանել են թուրք երեխաների: «Բոլորովին վերջերս Ադրբեջանի պաշտպանության նախարարությունը հաղորդում էր տվել այն մասին, որ ադրբեջանցի 40 զինվոր հայտնվել է շուրջկալի մեջ, և միայն մեկ զինվոր է զոհվել: Շատ լավ ճանաչելով ադրբեջանական իշխանությունների գործելաոճը՝ կարող եմ առանց կասկածի ասել, որ ոչ թե մեկն է զոհվել, այլ նրանցից միայն մի հոգի է ողջ մնացել: Մենք շուտով տեղեկություններ կստանանք ադրբեջանական զորամասերում ինքնասպանությունների, թունավորումների և այլ դժբախտ պատահարների մասին, որոնցով նրանք կփորձեն կոծկել իրենց զոհերի իրական թիվը»,- շեշտեց բանախոսը:
Ադրբեջանագետի հավաստմամբ՝ Ադրբեջանում տիրում է բավական ծանր սոցիալական իրավիճակ, արտագաղթի մեծ ալիք է սկսել հատկապես գյուղական համայնքներում և ազգային փոքրամասնությունների շրջանում: «Ադրբեջանի կառավարական վերնախավի ոտքերը հողից պոկվել են. նրանք կարծում են, որ ուկրաինական ճգնաժամը շեղել է Ռուսաստանի ուշադրությունը: Ադրբեջանը նմանվում է վիրավոր գազանի, և եթե երկրի տնտեսական վիճակը, հատկապես նավթի գների անկման պարագայում, գնալով վատթարանա, ապա մենք պետք է պատրաստ լինենք իրադարձությունների զարգացման ցանկացած սցենարին»,- հավելեց Գրիգորի Այվազյանը:
Լեռնային Ղարաբաղի հիմնախնդրի ներկա փուլը սկսվել է 1988թ., երբ ի պատասխան ԼՂ բնակչության ինքնորոշման պահանջի, ադրբեջանական իշխանությունները կազմակերպեցին հայ բնակչության կոտորածներ ու էթնիկ զտումներ Ադրբեջանի ողջ տարածքում, մասնավորապես՝ Սումգայիթում, Բաքվում և Կիրովաբադում: 1994թ. մայիսին Ադրբեջանը, Լեռնային Ղարաբաղը և Հայաստանը կնքեցին զինադադար, որը՝ չնայած խախտումներին, ուժի մեջ է ցայսօր: Հիմնախնդրի կարգավորման շուրջ բանակցություններն ընթանում են ԵԱՀԿ Մինսկի խմբի համանախագահների (Ռուսաստան, ԱՄՆ, Ֆրանսիա) միջնորդությամբ: Հայաստանը կարևորում է Լեռնային Ղարաբաղի հակամարտության կարգավորման գործընթացում ԵԱՀԿ Մինսկի խմբի համանախագահների միջնորդությունը' որպես բանակցային գործընթացի գործուն ձևաչափ, որը կարգավորման ուղիներ գտնելու բավականաչափ ներուժ ունի: Հայաստանը համոզված է, որ կարգավորման գործընթացի արդյունավետության բարձրացումն անհնար է առանց բանակցություններին հակամարտության կողմ հանդիսացող Լեռնային Ղարաբաղի լիիրավ մասնակցության:
