Տուժած արցախցիները Ադրբեջանի վայրագությունների հարցերով կդիմեն ՄԻԵԴ.«Ժողովուրդ»

«Ժողովուրդ» թերթը գրում է. «ԼՂՀ Մարդու իրավունքների պաշտպանը կօգնի ԼՂՀ քաղաքացիներին Ադրբեջանի վայրագությունների հարցով դիմել Մարդու իրավունքների եվրոպական դատարան: Այս մասին «Ժողովուրդ»-ի հետ զրույցում ասաց ԼՂՀ օմբուդսմեն Յուրի Հայրապետյանը:
«Ապրիլի 2-ից սկսած որպես ԼՂՀ Մարդու իրավունքների պաշտպան Ադրբեջանի վայրագությունների հարցով դիմել եմ Մարդու իրավունքների գլխավոր հանձնակատար Զեիդ Ռաադ ալ-Հուսեյնին, Եվրոպայի խորհրդի մարդու իրավունքների հանձնակատար Նիլս Մուժնիեկսին: Ավելին՝ լինելով օմբուդսմենի Եվրոպական ինստիտուտի անդամ՝ դիմել եմ այդ ինստիտուտի նախագահին եւ գլխավոր քարտուղարին եւ այլ եվրոպական հասարակական կազմակերպությունների: Իմ դիմումում խնդրել եմ, որ իրենք օգտագործեն օմբուդսմենի ինստիտուտի կարողությունները, դիմել այն եվրոպական պետություններին, որոնք ընդգրկված են այդ համակարգում՝ կոչ անելով Ադրբեջանին, որ վերջինս դադարեցնի իր ագրեսիվ գործողությունները:
Նշեմ, որ մենք այս պահին, որքանով ռազմական դրությունը թույլ է տալիս, զբաղված ենք ուսումնասիրությամբ, թե ինչքան մարդ է տուժել այդ վայրագություններից: Եվ պատրաստվում ենք հայտարարություն անել, որ այդ մարդիկ, որոնք ցանկանում են դիմել Մարդու իրավունքների եվրոպական դատարան, մենք օգնենք իրենց:
Գտնում եմ, որ տեղի ունեցածը հանցագործություն է, եւ այդ հարցով զբաղվում է ԼՂՀ գլխավոր դատախազությունը, բայց մենք եւս անելիքներ ունենք: Մեր առաջնային խնդիրն այն է, որ օգնենք մարդկանց, դիմեն Մարդու իրավունքների եվրոպական դատարան՝ բողոքարկելու Ադրբեջանի գործողությունները: Այստեղ կարեւոր է նաեւ այն, որ Ադրբեջանը՝ լիներոլվ ԵԽ անդամ, Եվրոպական կոնվենցիայի կողմ ՝ եւ այսօր իրավունք է խախտում:
ԼՂՀ Գլխավոր դատախազությունը քրեական գործ է հարուցել ԼՂՀ քրեական օրենսգրքի 410 (Ագրեսիվ պատրազմ) եւ 416 (Միջազգային մարդասիրական իրավունքի նորմերի լուրջ խախտումները զինված ընդհարումների ժամանակ) հոդվածներով: Մարդիկ տուժած են ճանաչվում այդ հանցագործություններից, փաստեր են արձանագրվում, մարդկանց հարցաքննում են, եւ այդ գործընթացը գնում է»,-ասել է Յուրի հայրապետյանը»:
