Վերաֆինասավորման տոկոսադրույքի դիլեման ԿԲ-ում

Մարինա Ներսեսյանը Ֆեյսբուքյան իր էջում գրում է.
Ինչպես գիտենք այս տարվա փետրվարի 16-ին Կենտրոնական բանկը նվազեցրել էր վերաֆինասավորման տոկոսադրույքը՝ հասցնելով 8,5%-ի: Փոքր չափերով, սակայն արագ տեմպերով ԿԲ-ն շարունակում է նվազեցնել այն: Վերջին նիստում այն ևս նվազեցվել է 0.25 %-ով և սահմանվել 8,25%: Իսկ մինչ այդ, 2015 թ.-ի դեկտեմբերի 22-ի նիստում ԿԲ-ը իջեցրել էր վերաֆինանսավորման տոկոսադրույքը 1,0 տոկոսային կետով՝ սահմանելով այն 8,75 %: Այսինքն, մոտ 3 ամսվա ընթացքում, վերաֆինանսավորման տոկոսադրույքը նվազել է 1,5%-ով:
ԿԲ-ը վերջին քայլը հիմնավորում է ցածր գնաճի իրողությամբ, իսկ փետրվար ամսվա համար նույնիսկ գնանկման փաստով: Իսկ դա, իր հերթին պայմանավորված է ներմուծված պարենային ապրանքների գների նվազման իրողությամբ՝ միջազգային շուկաներում տիրապետում են գնանկումային միտումները, որը որոշակի ժամանակահատված դեռևս կպահպանվի:
Բացի այդ, ԿԲ-ի Խորհուրդը ֆիքսում է, որ առկա է նախատեսվածից ավել՝ 4,7% տնտեսական աճ, միաժամանակ ներքին պահանջարկը դեռեւս պահպանվում է ցածր մակարդակում և ըստ այդմ նպատակահարմար է շարունակել դրամավարկային պայմանների աստիճանական թուլացումը:
Իհարկե այս կերպ վարվելը ճիշտ է, ամեն ինչ խոսում է այն մասին, որ վերաֆինանսավորման տոկոսադրույքի իջեցման կարիք ունի, սակայն գլխավոր հարցը այստեղ այն է, թե որքա˚ն պետք է այն նվազի և ո˚ր մակարդակն է ամենաօպտիմալը:
Անշուշտ, դա դեռևս բարձր է և զգալի իջեցման տեղ ունի, և դա այնքան էլ շատ չի խթանի տնտեսական ակտիվության աճին և տնտեսության վարկավորմանը: Սակայն ԿԲ-ն մտահոգված է նաև դրամի փոխարժեքի պահպանման խնդրով, քանի որ տոկոսադրույքի կտրուկ տեմպերով իջեցումը խթան կհանդիսանա դրամի արժեզրկման համար, ինչը կարող է բացասական հետևանքներ ունենալ տնտեսության համար:
