Իսկ կադրային ջարդ լինելո՞ւ է

Բաբկեն Պիպոյանը Ֆեյսբուքյան իր էջում գրում է.
«Իսկ կադրային ջարդ լինելո՞ւ է». թերևս սա առաջին հարցն է, որն ուղղվում է գործադիր իշխանության որևէ գերատեսչության նորանշանակ ղեկավարին: Հատկանշական է, որ հատկապես մեր իրականության մեջ հետևում է նորանշանակ ղեկավարի պատասխանը՝ «ոչ»: Եվ հենց այստեղ է սկսվում ամենահետաքրքիրը, իսկ ինչու՝ ոչ: Ցավոք «ոչ» պատասխանը տալիս հաշվի չի առնվում մի քանի կարևորագույն հանգամանք, մասնավորապես, որ նույն հարց ուղող լրագրողները տարիներ շարունակ քննադատել են այդ նույն գերատեսչության աշխատանքը, դժգոհել են և հարցը տալու պահին անգամ դժգոհ են, և, եթե նորանշանակ ղեկավարն ասում է, որ կադրային ջարդ չի լինելու, անուղղակիորեն մեղադրում է իրեն նախորդողին՝ ընդունելով, որ համակարգում ամեն ինչ նորմալ էր, միայն ղեկավարը չէր կարողանում կազմակերպել բարձր պրոֆեսիոնալների լավ աշխատանքը, մինչդեռ բոլորիս էլ հայտնի է, որ կառավարչի գործն է նաև համակարգը բարձր որակավորում ունեցող մասնագետներով համալրելը: Եվ հարց է առաջանում, եթե նախորդ կառավարիչը լավը չէր, ապա ինչպես էր այդ նույն կառավարիչը համակարգը համալրել այնպիսի պրոֆեսիոնալ մասնագետներով, որոնց օգնությամբ նորանշանակը կարող է լուծել համակարգի առջև ծառացած խնդիրները: Մի տեսակ հակասական է. Կառավարիչն այնքան լավ է կառավարում, որ կարողանում է ներգրավել պրոֆեսիոնալների, բայց մյուս կողմից չի կարողանում կառավարել… Ահա, թե ինչ է ստացվում, երբ ասում են « ոչ, կադրային ջարդ չի լինելու»:
Խորհուրդ եմ տալիս, երբ հարցնում են «կադրային ջարդ լինելո՞ւ է», պատասխանել և գործել հետևյալ տրամաբանությամբ՝ « Այո՛, իհարկե լինելու է, քանի որ համակարգի լավ աշխատանքը կախված չէ միայն ղեկավարից, անհրաժեշտ է համակարգ ներգրավել այնպիսի մասնագետների և փորձագետների, ովքեր ի զօրու են լուծելու համակարգի առջև ծառացած խնդիրները»: Այսպիսով կլուծվի մի քանի խնդիր միաժամանակ. նախ շատ ավելի հարգալից վերաբերմունք նախորդի նկատմամբ, երկրորդ՝ մտավախության բացակայություն, թե Ձեզ կմեղադրեն կադրային ջարդ իրականացնելու մեջ:
