Ադրբեջանի նախագահ Իլհամ Ալիևի` Վաշինգտոն կատարելիք այցի նախօրեին ԱՄՆ Կոնգրեսի 54 ներկայացուցիչներ կոչ են արել ԱՄՆ նախագահ Բարաք Օբամային ճնշում գործադրել նրա նկատմամբ` ընդունելու Լեռնային Ղարաբաղի խնդրի վերաբերյալ Ռոյս-Էնգել առաջարկները: Ինչպես տեղեկացրին ԱՄ Ն Հայ դատի հանձնախմբից, ԱՄՆ նախագահին ուղղված նամակը հեղինակել են Ներկայացուցիչների պալատի արտաքին հարաբերությունների հանձնաժողովի նախագահ Էդ Ռոյսը և կոնգրեսական Բրեդ Շերմանը:

«Մենք ողջունում ենք խաղաղության պահպանման միջոցների նկատմամբ Հայաստանի և Լեռնային Ղարաբաղի աջակցությունը և հուսով ենք, որ Ադրբեջանը ևս կվերացնի իր առարկությունները և հնարավորություն կստեղծի դրանց ժամանակին իրականացման համար: Այս ոգով էլ կոչ ենք անում Ձեզ Միջուկային անվտանգության գագաթնաժողովի շրջանակներում աշխատանք տանել Լեռնային Ղարաբաղի խնդրի հիմնական կողմերի հետ` իրականություն դարձնելու Կոնգրեսի անդամների կողմից առաջարկված և Ձեր վարչակազմի կողմից աջակցություն ստացած խաղաղությանն ուղղված միջոցառումները»,- ասված է կոնգրեսականների նամակում:

Կոնգրեսականներ Էդ Ռոյսի և Էլիոթ Էնգելի առաջարկները բաղկացած են երեք կետից. առաջին` բոլոր կողմերի համաձայնություն շփման գծում չտեղակայել դիպուկահարներ, ծանր զինտեխնիկա, երկրորդ` ԵԱՀԿ-ի վերահսկողության տակ սահմանին տեղակայել հրաձգությունն արձանագրող համակարգեր, ձայնային դետեկտորներ, որոնք հնարավորություն կտան որոշել կրակի աղբյուրը, երրորդ` հրադադարն ավելի լավ վերահսկելու նպատակով տեղակայել առավել մեծ թվով ԵԱՀԿ դիտորդներ:
