Ըստ Գերագույն խորհրդի նախկին պատգամավոր Ազատ Արշակյանի՝ ՀՀԿ-ի կողմից ստեղծվելիք կուսակցական դպրոցը տրամաբանական շարունակությունն է նոր Սահմանադրության: «Նոր Սահմանադրությունը ենթադրում է, որ պետք է լինի կուսակցապետություն: Կուսակցությունը պետք է ունենա իր կադրային դպրոցը: Կարծում եմ՝ շատ տրամաբանական է»,- Past.am-ի հետ զրույցում ասաց քաղաքական գործիչը:

Նրա խոսքով՝ որոշ հանրապետականներ չափազանց տգետ են և գռեհիկ, նրանց հարկավոր է անպայման կրթել և ներկայանալի դարձնել: «Այդպիսի դպրոցներ կան, բայց կուսակցական չեն: Նորմալ է, երբ կան վարչարարների դպրոցներ: Կան բարձրագույն ուսումնական հաստատություններ և նաև հատուկ այսպիսի դպրոցներ, որտեղ պատրաստում են չինովնիկներ:

Սա ավելանում է այլ երանգով՝ կուսակցական: Առաջիկայում կարող ենք ունենալ կուսակցապետության այլ բաղադրիչներ՝ հատուկ բուժկետեր, որոնք նախատեսված կլինեն միայն կուսակցականների համար, ինչպես նախկինում էր, կարող են լինել հանրապետական նշանակության կուսակցական թոշակառուներ:

Շուտով որոշումները կկայացվեն միայն կուսակցությունում, իսկ Ազգային ժողովը կդառնա դրանց դակիչը և հաստատողը: Դա մենք անցել ենք, դա ծանոթ ինստիտուտ է: Կոմունիստների ժամանակ կար Բարձրագույն կուսակցական դպրոց, որն ավարտել են այսօրվա շատ ՀՀԿ-ականներ: Նրանք գիտեն՝ դա ինչ է: Վերադառնում ենք դեպի անցյալ»,- նշեց Ազատ Արշակյանը:
