Իրավագետ, փաստաբան Տիգրան Սարգսյանը Past.am-ի հետ զրույցում նշեց, որ Հայաստանի զարգացմանը խոչընդոտող թիվ մեկ խնդիրն իրավակարգի բացակայությունն է:

Ըստ Սարգսյանի` մնացած բոլոր խնդիրներն ածանցյալ են, իսկ իրավակարգի բացակայության հիմնական պատճառը հասարակության ցածր իրավագիտակցության աստիճանն է: Քաղաքացու իրավագիտակից լինելը, ըստ փաստաբանի, որոշվում է ոչ թե օրենսդրության բավարար իմացությամբ կամ չիմացությամբ, այլ նրանով, թե քաղաքացին իր խնդրի լուծման ճանապարհը օրինական, թե անօրինական ձևերի մեջ է տեսնում:

«Իրավակարգի բացակայությամբ է պայմանավորված հասարակական, քաղաքական, տնտեսական կյանքի հիմնական դերակատարների և շարքային քաղաքացիների հարաբերություններում կոնֆլիկտների, ռիսկերի, բարձր տագնապայնության առկայությունը, ինչն էլ խոչընդոտում է տնտեսական բնականոն հարաբերությունների զարգացմանը` լարվածություն ստեղծելով քաղաքացի-պետություն հարաբերություններում:

Արդյունքում պաշտպանված չէ հայ մարդը` լինի ոստիկան, մանկավարժ, լրագրող, բժիշկ, շինարար, վարորդ, գործարար, թե ցանկացած այլ մասնագիտություն և զբաղմունք ունեցող անձ»,- ընդգծեց մեր զրուցակիցը:

Ըստ Սարգսյանի` ստեղծված իրավիճակի հաղթահարումը հնարավոր է զանգվածային միջոցառումներով, իրավապաշտպան գաղափարներ տարածելով: Փաստաբանը նշում է, որ համատարած և ամենուր անհրաժեշտ է ներկայացնել և բացատրել օրենքի ուժն ու կարևորությունը:

Նրա խոսքով՝ Հայաստանի զարգացմանը խոչընդոտելն անհնար կլինի, երբ քաղաքացիների գիտակցությունում կլինեն հեղափոխական փոփոխություններ:

«Ես լավատես եմ, հավատում եմ, որ եթե մենք մեր կրթությունն ու աշխատանքը ճիշտ կազմակերպենք, ապա աշխարհին տալու շատ բան կունենանք, կկարողանանք կառուցել առողջ և բարեկեցիկ հասարակություն, իսկ այս ամենից առաջ անհրաժեշտ է իրավակարգի ամուր հիմքեր դնել»,- խոսքը եզրափակեց Տիգրան Սարգսյանը:
