Past.am լրատվական կայքի խմբագրությունը բաց նամակ է ստացել Շենգավիթի բաժնի Չարբախի բաժանմունքի պետի նախկին տեղակալ Վարդան Ղուկասյանից՝ Դոգից, ով իր կալանքն է կրում «Նուբարաշեն» ՔԿՀ-ում:

Հիշեցնենք, որ ոստիկանության մայոր Վարդան Ղուկասյանը 2015թ. չորս տարվա ազատազրկման է դատապարտվել մեկ միլիոն դրամի շորթման համար: Իր նամակում նա մատնացույց է արել այն, որ գնդապետ Աշոտ Ավագյանի որդին, ունենալով Երեւան քաղաքի փաստացի գրանցում, վիճակահանությամբ ծառայության է անցել Երեւանի պատվո-պահակային վաշտում:

Ստորեւ ներկայացնում ենք նամակն ամբողջությամբ:

«Հարգարժան լրատվամիջոցներ, հասարակական կազմակերպություններ, օրեր առաջ դիմում բողոք եմ ներկայացրել ՀՀ գլխավոր դատախազին՝ կապված բոլորիս հուզող մի ցավոտ թեմայի շուրջ, այն է՝ հովանավորչությունն ու կոռուպցիան բանակում: Դիմումիս հիմքում ընկած է այն, որ ՀՀ ոստիկանության ՕՓՎ պետ, գնդապետ Աշոտ Ավագյանի որդին` Արմեն Աշոտի Ավագյանը, ով 27.01.2015թ. լինելով փաստացի գրանցումով Երևանի Ավան վարչական շրջանի բնակիչ, իբր վիճակահանությամբ ծառայության է անցել համար 14746 զորամասում` տեղակայման վայրը Երևան, այն էլ պատվո-պահակային վաշտում: Սրանից հետո էլ Աշոտ Ավագյանի որդին ՀՀ ԶՈւ ԳՇ պետի հրամանով գործուղվել է ՀՀ ՊՆ աշխատակազմ եւ ստացել հատուկ արձակման թերթիկ, որով կարող է ազատ տեղաշարժվել Երևան քաղաքում:

Դիմելով գլխավոր դատախազին` պահանջել եմ քրեական գործ հարուցել այն բանի համար, թե ինչպես է երեւանցին հայտնվում Երեւանում` չունենալով ոչ մի սոցիալական կամ առողջական արտոնություն: Սակայն ՀՀ քննչական կոմիտեն մերժել է քրեական գործ հարուցելու իմ օրինական պահանջը` անգամ չհարցաքննելով ինձ: Ես բողոքարկել եմ քննիչի որոշումը եւ շուտով կդիմեմ դատարան՝ քրեական գործ հարուցելու պահանջով: Յուրաքանչյուր աղքատ խավի ընտանիքի զոհված զինվորի համար ես ցավ եմ ապրում, կրկնակի ցավ, երբ հարգարժան Սեյրան Օհանյանը մամուլի առաջ զարմացած խոստովանում է, որ չի կարողանում հասկանալ, թե այդ ո՞նց է ստացվում, որ սահմանին զոհվում են միայն աղքատ, հասարակ խավի երեխաները:

Կոչ եմ անում, որ գաք եւ օգնեք նախարարին, ով իրոք ցանկանում է վերջ տալ այս ամենին եւ հավաքակայանից դուրս բերեք այն «երջանիկ» արկղը, որից վիճակահանությամբ օգտվում են միայն «լյուքս» դասի բալիկները: Շատերը միգուցե ասեն՝ մեծահարուստների տղաներին թողել եք եւ ընկել ինչ-որ մի գնդապետի տղայի հետեւից: Հարգելինե´րս, բոլորդ խոսում եք նման փաստերից, կա՞ արդյոք մի անձ, ով նման թեմայով պատրաստվում է քաղաքացիական նախաձեռնությամբ դիմել դատարան, ցավոք, ոչ: Ուրեմն առաջարկում եմ սկսենք այս կետից եւ հասնենք նրան, որ վերջ դնենք այս ցավոտ թեմային բանակում:

Ի դեպ, կցանկանամ նշել նաեւ, որ գնդապետ Աշոտ Ավագյանն այն ոստիկանն է, ով ծեծի է ենթարկել 23.06.2015թ. «Էլեկտրիկ-Երեւան» հանրահավաքի խաղաղ ցուցարարներին եւ կա հարուցված քրեական գործ այս առիթով, որի միակ վկան նույնպես ես եմ հանդիսանում»:
