«Ընդդեմ կանանց նկատմամբ բռնության» կոալիցիան դատապարտել է ոստիկանությանը

«Ընդդեմ կանանց նկատմամբ բռնության» կոալիցիան հայտարարություն է տարածել, որտեղ դատապարտել է մարտի 24-ին ի պաշտպանություն Գևորգ Սաֆարյանի անցկացված խաղաղ անհնազանդության ակցիայի ժամանակ «Հայ կանանց ճակատ» նախաձեռնության անդամների եւ մի խումբ այլ քաղաքացիների հանդեպ ոստիկանության գործողությունները:
Մասնավորապես, հայտարարության մեջ նշված է, որ ոստիկանության աշխատակիցները ակցիայի մասնակիցներին հասցրել են սեռական բնույթի հայհոյանքներ, բռնի ուժ են կիրառել, ինչի հետևանքով «Հայ կանանց ճակատ» նախաձեռնության անդամ Ռուզան Եղնուկյանը ստացել է գլխի բաց վնասվածք: Միաժամանակ, բերման են ենթարկվել տասնյակ քաղաքացիներ:
Կոալիցիայի անդամները հիշեցրել են, որ «Հավաքների ազատության մասին» օրենքը նախատեսում է, որ եթե հավաքը խաղաղ բնույթ ունի, ապա Ոստիկանությունն իր իրավասությունների սահմաններում պարտավոր է աջակցել հավաքին։ «Թեկուզ առանց իրազեկման, բայց խաղաղ բնույթ ունեցող հավաքը ցրելու անթույլատրելիության եւ այդպիսի հավաքին աջակցելու Ոստիկանության պարտականության մասին իրավական դիրքորոշում է արտահայտվել նաև Մարդու իրավունքների եվրոպական դատարանի վճիռներում»,- նշված է հայտարարության մեջ:
Ըստ նրանց՝ ոստիկանության գործունեությունը կարգավորող իրավական ակտերն արգելում են ոստիկանին ծառայողական պարտականություններն իրականացնելիս որեւէ վերաբերմունք, դիրքորոշում արտահայտել կամ գնահատականներ հնչեցնել քաղաքական որեւէ երևույթի, գործընթացի կամ դրանցում ներգրավված անձանց վերաբերալ, այնինչ ակցիայի ժամանակ ոստիկանները հայհոյել եւ անարգել են քաղաքացիներին:
Այս հայտարարությամբ նրանք կոչ են արել Հատուկ քննչական ծառայությանը մանրամասն քննել ոստիկանության ծառայողների ոչ իրավաչափ գործողությունները, միեւնույն ժամանակ, պահանջելով ԵԱՀԿ երեւանյան գրասենյակից՝ որպես ՀՀ Ոստիկանության վերափոխմանն ու արդիականացմանն ուղղված ծրագրերի իրականացնողի, իրենց դիրքորոշումն արտահայտել վերոնշյալ երեւույթների վերաբերյալ:
«Ընդդեմ կանանց նկատմամբ բռնության» կոալիցիան հիշեցրել է նաեւ այն մասին, որ ոստիկանության աշխատանքը արդյունավետ է միայն այն դեպքում, երբ ոստիկանությունը կանգնած է մարդու իրավունքների պաշտպանության առաջնագծում՝ երաշխավորելու օրենքի գերակայությունը եւ ոստիկանության բարձր չափանիշները:
