Ինչո՞ւ Հայաստանում չի զարգանում մանր ու միջին բիզնեսը և ինչո՞ւ շատ դեպքերում տեղական արտադրողները չեն կարողանում նույնիսկ բավարար շահույթ ունենալ իրենց գործունեությունից. հիմնական պատճառը, կարծում եմ, բոլորս էլ գիտենք՝ դա հայաստանյան բանկերի վարած քաղաքականությունն է, վարկերի բարձր տոկոսադրույքները, պետական աջակցության գրեթե բացակայությունը: Մանր ու միջին գործարարները, որպես կանոն, իրենց գործունեությունն իրականացնում են բանկերից վարկեր վերցնելով, իսկ այն պայմաններով, ինչ պայմաններով գործարարների հետ աշխատում են մեր բանկերը, նորմալ շահույթ ակնկալելն ուղղակի անիմաստ է: Արդյունքում շատերը հուսահատվում են ու սկսում մտածել երկիրը լքելու մասին:

Սակայն ի ուրախություն բոլորիս պետք է ասեմ, որ այդ հուսահատվողների քանակը գնալով նվազում է, և դա շնորհիվ մեկ մարդու, ով հնարավորություն է տալիս մեր տեղական արտադրողներին սկսել գործունեություն ծավալել՝ ուղղակի բանկերի հետ գործ չունենալով և այդ անմարդկային պայմաններով վարկերի տակ չընկնելով: Խոսքը Գագիկ Ծառուկյանի մասին է, ով վերջերսեվրոպական ընկերությունների, մասնավորապես՝ «Սե Ցե Սե դիզայն» ընկերությունների խմբի հետ պայմանավորվածություն է ձեռք բերել, որ Հայաստանի կոշիկ արտադրողները այսուհետ իրենց որակյալ արտադրանքը արտահանեն եվրոպական շուկա: Ընդ որում, ըստ պայմանավորվածության, եվրոպական պատվիրատուն հայաստանյան արտադրողներին պատվեր տալուց նախապես փոխանցելու է գումարի 30 տոկոսը, որպեսզի մեր արտադրողները նախնական գումար ունենան արտադրությունն իրականացնելու համար: Հետագայում ավելի մեծ խմբաքանակներով պատվերների դեպքում պատվիրատուները նախապես կփոխանցեն արդեն գումարի 50 տոկոսը, մնացած 50 տոկոսն էլ՝ 60 օր անց:

Հայաստանյան արտադրողների հետ նման պայմաններով համագործակցել եվրոպական ընկերությունները ոչ մի դեպքում չէին համաձայնվի, եթե չլիներ վստահելի ու հուսալի երաշխավոր: Եվ այդ երաշխավորը հանդիսացավ Գագիկ Ծառուկյանը, ով նույնիսկ պատրաստակամություն հայտնեց կատարել ծրագրի նախնական ֆինանսավորումը: Փաստորեն, Գագիկ Ծառուկյանը մեր կոշիկ արտադրողների համար միայնակ անում է ավելին, քան կարող են անել հայաստանյան բանկերը միասին վերցրած: Ավելի լավ հնարավորություն կարո՞ղ էր արդյոք ընձեռնվել մեր մանր ու միջին ձեռներեցներին: Բնական է, որ նման հնարավորություն ստանալով՝ այդ մարդիկ այլևս չեն հուսահատվի և չեն դադարեցնի իրենց գործունեությունը, այլ կաշխատեն ու կշենացնեն մեր հայրենիքը: Եվ այս ամենը՝ մի մարդու շնորհիվ:

Նորություն չէ, որ սա Գագիկ Ծառուկյանի առաջին ազգանվեր նախաձեռնությունը չէ, որը նա անում է մանր ու միջին գործարարների համար, և համոզված եմ՝ վերջինն էլ չէ: Իսկ պատկերացնում ե՞ք՝ եթե Գագիկ Ծառուկյանը միայնակ չլիներ...
