ՀՀ` ժողովրդավարական սկզբունքներով զարգացման ընտրությունը իրավականորեն կայացած փաստ է: Սակայն փաստական ժողովրդավարության հաստատումը առնչվում է բազմաթիվ խնդիրների լուծմանը, որոնցից են եվրոպական մոդելի` համապատասխան ժողովրդավարական ինստիտուտների ձևավորումը: Համաձայն այդ պարտավորությունների` Հայաստանում կարևորվում է ընտրությունների` որպես ժողովրդավարական քաղաքական համակարգի ձևավորման միջոցի և սկզբունքի կայացումը: Ակնհայտ է, որ այժմ Հայաստանին չի հաջողվում եվրոպական չափանիշներին ամբողջությամբ համապատասխանող ընտրություններ անցկացնել:

Ժողովրդավարական ընտրությունների կայացումը ուղղակիորեն կապվում է նաև բազմակուսակցականության ձևավորման հետ:

Անցումային շրջանում ՀՀ-ում կատարված տարբեր մակարդակի ընտրություններում արտացոլվում են տվյալ ժամանակում երկրի քաղաքական համակարգի կառուցվածքային և գործառութային առանձնահատկությունները: Ընտրությունից ընտրություն քաղաքական համակարգում տեղի ունեցած դրական կամ բացասական շարժընթացն ակնհայտորեն արտահայտվում է ընտրությունների արդյունքներում:

ՀՀ-ում տեղի ունեցած ԱԺ հինգ ընտրությունների արդյունքների ամփոփումն արձանագրում է երկրում բազմակուսակցականության և «ընտրությունների» ինստիտուտի հաստատման ինչպես դրական, այնպես էլ բացասական շարժընթաց: Դրական է ընտրությունների մասնակիցների թվի աճը, ինչը խոսում է երկրում ընտրությունների հանդեպ վստահության մեծացման, ինչպես նաև՝ կուսակցությունների գործունեության լեգիտիմացման գործընթացի սկզբի մասին: Դրական շարժընթաց է նաև անվավեր ձայների թվի կրճատումը, որը վկայում է երկրում ընտրական մշակույթի զարգացման և քաղաքական դաշտի աստիճանական ձևավորման մասին:

ՀՀ-ում կուսակցությունների ազատ գործունեության թույլատրումը, բազմակուսակցականության սահմանադրական և օրենսդրական հիմքերի ստեղծումը և ուժեղացումը հանգեցրին երկրում բազմաթիվ կուսակցությունների առաջացման: Բայց կուսակցությունների առատությունը դեռևս չի խոսում բազմակուսակցական համակարգի և կուսակցության` որպես կարևորագույն քաղաքական ինստիտուտի կայացման մասին: Այդ է վկայում այն փաստը, որ ԱԺ բոլոր գումարումների կուսակցական կազմն ընտրությունից ընտրություն կտրուկ փոփոխվում է:

ՀՀ կուսակցական գործիչների և կուսակցությունների գործունեությունը, որպես կանոն, մեծ մասամբ չի համապատասխանում այն ինստիտուցիոնալ չափանիշներին, որոնցով հասարակությունը կառուցում է իր սպասումներն ու պատկերացումները դրանց մասին: Կուսակցական դաշտի բազմազանությունը և այդ կուսակցություններից շատերի ծրագրային դրույթների նմանություններն առաջացնում են խառնաշփոթ, ինչը բացասաբար է ազդում թե՛ բնակչության մի ստվար զանգվածի շահերի չարտահայտված լինելու և թե՛ բազմաթիվ կուսակցությունների գործունեության արդյունավետության վրա:

Ներկայումս ՀՀ-ն ապրում է նախընտրական մի նոր շրջափուլ, որը բոլորիս առաջ բացելու է ընտրական համակարգի մի նոր էջ, թե ինչպես այն կաշխատի իր նոր չափորոշիչներով, ականատես կլինենք առաջիկա գարնանը:
