Գյուղատնտեսական մատչելի վարկեր և ապահովագրություն

ՀՀ-ի զարգացման ճանապարհային քարտեզը մշակելու ընթացքում մեծ տեղ պետք է հատկացվի սույն խնդիրները լուծելու համար: Տնտեսական ճգնաժամի պատճառով այսօր ամեն երկրորդ գյուղացու տնտեսությունը և իր ապրուստի համար նախատեսված միակ բնակարան-կացարանը գրավադրված է բանկերում` որոշակի գումարի դիմաց, որպեսզի այգին կամ հողատարածքը կարողանան պատշաճ կերպով մշակել և համապատասխան բերք ստանալ: Գյուղատնտեսական գործունեության համար նախատեսված վարկերի տոկոսները անհամեմատ բարձր են: Բավական է ուսումնասիրել Եվրոպական երկրների կողմից տրվող գյուղատնտեսական վարկերի տոկոսադրույքները (0.75-ից մինչև 3%), որպեսզի պարզ դառնա մեր բանկային համակարգի գյուղացուն ռեկետ անելու աշխատելաոճը: Այդ ամենին գումարած հերիք է ևս մեկ եղանակային քմահաճ տարի, որպեսզի հայ գյուղացին հայտնվի անելանելի դրության մեջ: Ժամանակն է նաև Հայաստանում ներդնել գյուղատնտեսական այգիների ապահովագրության մեխանիզմը, որը ընդունված և հարգի է գրեթէ բոլոր զարգացած ու զարգացող երկրներում: Գյուղացիական տնտեսությունները որոշակի ապահովագրական գումարներ վճարելով` կերաշխավորեն իրենց տարեկան հստակ եկամուտը և իրենց գործունեությունը ժամանակի ընթացքում կնգնի իր բնականոն հունի մեջ: Կշեռքի մեկ նժարին դնելով ոլորտի ռիսկայնությունը և մյուս նժարին մի զգալի գյուղացիական տնտեսության զարգացման հարցը, կառավարության և կենտրոնական բանկի միջամտությամբ այն պետք է թեքվի միանշանակ գյուղացու կողմը: Չենք մոռանում այն մարդկային ու ֆինանսական խուճապը, որն առաջացավ ԱՊՊԱ համակարգի ներդրումից առաջ` բոլոր շահառուների մոտ, բայց արդարության համար պետք է ընդունենք, որ մի քանի տարվա ընթացքում ավտոապահովագրությունը իրեն արդարացրեց և այսօր մարդիկ իրենց իսկ ֆինանսական ապահովագրումից ելնելով են դիմում զբաղվող ընկերություններին:
