ՀՀ վճարային հաշվեկշիռը լուրջ վտանգի առաջ է

Վերջին օրերի եղանակային կտրուկ փոփոխությունները և դրանց հետևանքով առաջացած բարդությունները թեև այս պահին այնքան էլ առարկայական չեն, սակայն ամիսներ անց դրա բացասական ալիքը զգացնել կտա իր գլոբալ ազդեցության մասին: Ջերմաստճանի կտրուկ անկումը վնասել է բերքի հիմնական մասը:
Այս փաստը առայժմ անհանգստացրել է միայն գյուղմթերք արտադրողներին, սակայն ամիսներ անց շղթայական զարգացումները կխոցեն ՀՀ բոլոր տնտեսվարող սուբյեկտներին: Խնդիրը հետևյալն է. ցրտահարության հետևանքով կկրճատվի արտադրվող բերքի քանակը, ինչը նախ և առաջ խնդիրներ կառաջացնի ներքին շուկայում: Դրանից առաջինը գների թանկացումն է: Սահմանափակ առաջարկի պայմաններում գյուղմթերքի գներն անհամաչափ թանկ կարող են լինել: Նման երևույթի մենք ականատես ենք եղել տարիներ առաջ, երբ սեզոնին ծիրանի մեկ կիլոգրամի գինը մոտ էր 500 դրամին: Գների նման մակարդակի պարագայում կրճատվում է տնօրինվող եկամտի ծավալը, որն էլ ի հերթին բերում է համախառն սպառման ծավալի կրճատման: Համախառն սպառումը, որն այլ կերպ իրենից ներկայացնում է բնակչության ամբողջական պահանջարկը, ուղղակի կերպով պայմանավորում է արտադրության ծավալները: Ամբողջական պահանջարկի կրճատմանը զուգահեռ, կկրճատվեն նաև արտադրության ծավալները, որն էլ կհանգեցնի գների բարձրացման և մի շարք այլ բացասական հետևանքների:
Եթե վերոնշյալը վերաբերում է ներքին շուկայի վրա ունեցած բացասական ազդեցությանը, ապա խնդիրը միայն դրանով չի սահմանափակվում: Առավել մեծ վտանգ առկա է արտաքին մակարդակում, որը մասնավորապես պայմանավորված է արտահանման ծավալներով, ինչն էլ ուղղակիորեն պայմանավորում է մեր երկրի վճարային հաշվեկշիռը:
Բանն այն է, որ առանց այն էլ մեր երկրի վճարային հաշվեկշիռը բացասական է, դրա թիվ մեկ պատճառը արտահանման և ներմուծման ծավալների անհավասարությունն է: 2015 թվականին արտահանումը կազմել է շուրջ 1,2 մլրդ, մինչդեռ ներմուծումը շուրջ 4 անգամ ավելի շատ է եղել: Տեղին է նշել նաև, որ նախորդ տարվա արտահանման հիմնական մասը՝ շուրջ 40%-ը, բաժին է ընկել գյուղմթերքին: Այս ամենի համադրումով պարզ է դառնում, որ ամիսներ անց կանգնելու ենք լուրջ փաստի առաջ: Նախատեսված արտահանման ծավալները հնարավոր չի լինելու իրականացնել բերքի սակավության պատճառով, որն էլ հաջորդաբար հանգեցնելու է վերոնշյալ խնդիրների առաջացմանը: Բացասական հետևանքների թվին կդասվեն նաև արժութային տատանումները և կնկատվի դրամի փոխանակային կուրսի անկում:
Վերոնշյալ խնդիրներն իրենց հերթին առաջ կքաշեն նոր խնդիրներ: Ստեղծված իրավիճակը կայունացնելու համար անհրաժեշտ է ՀՀ Կենտրոնական բանկի և մի շարք այլ կառույցների համակարգված գոծողությունների մեխանիզմ, որը կմեղմացնի առկա խնդիրների բացասական ազդեցությունները:
Հավելենք նաև, որ արտահանման համար անբարենպաստ էր նաև 2015 թվականը, ինչի բացասական հետևանքներին արդեն ականատես ենք եղել, իսկ 2016-ի առավել բարդ խնդիրներից խուսափելու համար անհրաժեշտ է վարել կանխամտածված և հեռատես քաղաքականություն արտահանման խթանման ուղղությամբ:
