Ամերիկահայերը Կոնգրեսին առաջարկել են 2017թ. Արցախին տալ 5 միլիոն դոլար, Հայաստանին` 50 միլիոն

ԱՄՆ Հայ դատի հանձնախմբի իրավական հարցերով տնօրեն Րաֆֆի Քարաքաշյանը ԱՄՆ Կոնգրեսում Հայկական հարցերի խմբի ներկայացուցիչներին, ինչպես նաև մի շարք այլ կոնգրեսականների և սենատորների ներկայացրել է 2017թ. ԱՄՆ կողմից տրամադրվող արտաքին օգնության շրջանակներում ամերիկահայ համայնքի առաջնահերթությունները: Ինչպես տեղեկացրին հանձնախմբից, քննարկման ընթացքում ներկայացվել են 7 հիմնական առաջարկներ հայկական հարցերով հատկացումների առումով:
Առաջարկվում է միջազգային զարգացման համար ԱՄՆ կողմից հատկացվող գումարներից 5 միլիոն դոլար տրամադրել Լեռնային Ղարաբաղինՙ Ստեփանակերտում բարոնուհի Քոքսի անվան վերականգնողական կենտրոնի զարգացման համար: Առաջարկվում է նաև լիովին կասեցնել Բաքվին տրամադրվող ցանկացած ռազմական օգնություն մինչև Ադրբեջանն առաջնագծից հետ չքաշի դիպուկահարներին և ծանր տեխնիկան, և ի վերջո չիրականացնի Էնգել-Ռոյս բանաձում ներկայացված քայլերը: Երրորդ առաջարկն է 40 միլիոն դոլար տնտեսական օժանդակություն տրամադրել Հայաստանին, մասնավորապես նպատակաուղղված երկու եր կրների միջև առևտրի և ներդրումային ոլորտների զարգացմանը: Բացի այդ, առաջարկվում է տրամադրել հավելյալ 10 միլիոն դոլար Հայաստանում սիրրիահայերի խնդիրների լուծման նպատակով: Առաջարկներից մեկն էլ առնչվում է Վրաստանին տրամադրվող օժանդակությանը, մասնավորապես նշվում է Սամցխե Ջավախքում աշխատատեղերի ստեղծման նպատակով այդ օգնության 10 տոկոսի տրամադրման անհրաժեշտությունը:
Վերջին երկու առաջարկներն էլ հետևյալն են` խստացնել 1992թ. Ազատության աջակցման ակտի 907 մասը, որն առնչվում է ԱՄՆ-ի կողմից Ադրբեջանին տրամադրվող օգնության արգելմանը և, ի վերջո, վերջ դնել ԼՂ հակամարտության կարգավորման բանակցային գործընթացից Արցախի ժողովրդի և իշխանությունների մեկուսացմանը:
