Երբ ընտրության արդյունքում ընտրողը չի ճանաչում ընտրվողին

Ալեն Ղևոնդյանը Ֆեյսբուքյան իր էջում գրում է.
Համամասնական ընտրակարգը ժողովրդավարական կառավարման՝ ամենից արդյունավետ, քաղաքականապես գրագետ ու քաղաքական համակարգի զարգացմանը նպաստող կարևոր «գործիքներից» է: Այն պայմաններ է ստեղծում, որպեսզի զարգանան քաղաքական ինստիտուտները, կուսակցությունները, ներկայացուցչությունը և պառլամենտարիզմը առհասարակ:
Սակայն իրական կյանում և գործնական քաղաքական հարաբերություններում համամասնական ընտրակարգի հետ կապված կան նաև մի շարք ռիսկեր:
Մասնավորապես՝ դիտարկենք նման իրավիճակ: «X» կուսակցությունը համամասնական ընտրակարգով մասնակցում է խորհրդարանական ընտրություններին: Դա, կապված ԱԺ-ում տեղերի քանակի հետ, նշանակում է, որ նա առնվազն մինչև 100-200 հոգու ցուցակ է ներկայացրել Կենտրոնական ընտրական հանձնաժողով, որպեսզի անհրաժեշտ քվեներ ստանալու դեպքում իր անդամները հայտնվեն օրենսդիրում: Մեր նման հասարակություններում համամասնական ընտրական կարգի պարագայում անգամ քաղաքացին ընտրում է այս կամ այն կուսակցությանը հիմք ընդունելով, թե ովքեր են այդ կուսակցության մեջ ներգրավված մարդիկ:
Ընտրությունների օրը «X» կուսակցությունը ստանում է բավական ձայներ, որի արդյունքում կարողանում է ծանրակշիռ/ոչ ծանրակշիռ ներկայացվածություն ապահովել օրենսդիրում: Սակայն մինչ ընտրությունների պաշտոնական տվյալների հրապարակումը, կամ մինչ ընտրված կուսակացական թեկնածուների վկայականներ ստանալը, տեղի է ունենում «բավական» հետաքրքիր մի գործընթաց: Կուսակացության կողմից առաջադրված ցուցակի մի շարք գործիչներ սկսում են ինքնաբացարկներ հայտել ու դուրս գալ ԱԺ մտնողների ցանկից: Արդյունքում Աժ-ում են հայտնվում կուսակցական ցուցակից մարդիկ, ում հասարակությունը չի ճանաչում, ու ցանկություն չունի, որ նրանք իր շահերը ներկայացնեն օրենսդիրում:
Հարցը նրանում է, որ համամասնական ցուցակի առաջին տեղերով գնացողների ինքնաբացարկի իրավունքը անհատի քաղաքացիական իրավունքի տեսակ է, ուստի այս պարագայում հակաօրինական ոչինչ չկա: Սակայն քաղաքական իմաստով իրավիճակը հետևայլն է. դուք ընտրում եք տվյալ կուսակցությանը նաև նրա անդամ այս կամ այն հայտնի, պրոֆեսիոանալ կադրի համար, սակայն ընտրությունից հետո նա ինքնաբացարկով դուրս է գալիս ԱԺ մտնողների ցանկից՝ Ձեր շահերի արտահայտման իրավունքը փոխանցելով ուրիշին:
Կարծում եմ, որ խորհրդարանական կառավարման համակարգ ընտրած պետության համար պետք է կարևոր լինի, որ քաղաքացու շահերի ներկայացվածությունը ԱԺ-ում համարժեք լինի նրա քաղաքական ընտրությանը, ուստի հավանաբար հնարավոր է մշակել այնպիսի կարգավորիչ ընտրական նորմեր, ուր ինչ-որ ձև հնարավոր լինի կարգավորել հետևյալ խնդիրը:
