ՀՀ քննչական կոմիտեի զինվորական քննչական գլխավոր վարչության ՀԿԳ քննության վարչության վարույթում քննվող քրեական գործով մեղադրանքներ են առաջադրվել ՀՀ ՊՆ վերահսկիչ վարչության ընդհանուր վերահսկման բաժնի պետ, գնդապետ Սամվել Խաչատրյանին` առանձնապես խոշոր չափերով կաշառք ստանալու և ՀՀ ՊՆ ՆՏԱ դեպարտամենտի տեխնիկական  ապահովման վարչության գլխավոր մասնագետ Արսեն Ղարիբջանյանին՝ առանձնապես խոշոր չափերով կաշառք ստանալուն  օժանդակելու համար:

Ինչպես «Արմենպրես»-ին տեղեկացրին ՀՀ քննչական կոմիտեի դեպարտամենտի տեղեկատվության և հասարակայնության հետ կապերի բաժնից, նախնական քննությամբ պարզվել է, որ գնդապետ Ս.Խաչատրյանը 2015թ. դեկտեմբերին ծառայության բերումով տեղեկացել է, որ ՍՊ ընկերությունը 06.11.2015թ ՀՀ պաշտպանության նախարարության հետ կնքած ձառայությունների գնման պայմանագրի կատարման արդյունքում ստացել է գերշահույթ, ինչի կապակցությամբ վերադասի հանձնարարությամբ որոշակի ստուգողական գործողություններ է իրականացրել։ Ընկերության գերշահույթ ստ անալու վերաբերյալ ստուգման արդյունքներն իր լիազորությունների շրջանակում վերադասին բարենպաստ կերպով զեկուցելու կամ իր պաշտոնեական դիրքն օգտագործելով ստուգման վերաբերյալ նյութերն իրավապահներին չուղարկելուն նպաստելու դիմաց, ըստ ձեռք բերված ապացույցների, գնդապետը գլխավոր մասնագետ Ա.Ղարիբջանյանի միջոցով ՍՊ ընկերության տնօրենից 2016թ. մարտի սկզբին պահանջել է առանձնապես խոշոր չափերով` 5.000.000 /հինգ միլիոն/ ՀՀ դրամ գումար կաշառք:

Քննությամբ բավարար ապացույցներ են ձեռք բերվել առ այն, որ  Ա.Ղարիբջանյանը պատրաստակամություն է հայտնել՝ իր գործողություններով օժանդակելու Ս.Խաչատրյանին: Այդ նպատակով 2016 թվականի մարտի սկզբին հանդիպել է ընկերության տնօրեն Ս.Ավագյանին և հայտնել գնդապետի՝  5 մլն ՀՀ դրամ գումար կաշառք ստանալու պահանջը, իսկ մարտի 15-ին ՀՀ ՊՆ վարչական համալիրի մոտակայքում անձամբ հանդիպել է  նրան և ստացել պահանջված գումարը:

Ձեռք բերված ապացույցների հիման վրա՝ ՀԿԳ ավագ քննիչը մարտի 18-ին վերահսկիչ վարչության ընդհանուր վերահսկման բաժնի պետ, գնդապետ Սամվել Խաչատրյանին մեղադրանք է առաջադրել ՀՀ քրեական օրենսգրքի 311-րդ հոդվածի 4-րդ մասի 2-րդ կետով, գլխավոր մասնագետ Արսեն Ղարիբջանյանին՝ ՀՀ քրեական օրենսգրքի 38-311 հոդվածի 4-րդ մասի 2-րդ կետով:

Նույն օրը միջնորդություններ են ներկայացվել Երևան քաղաքի Արաբկիր և Քանաքեռ-Զեյթուն վարչական շրջանների ընդհանուր իրավասության դատարան՝ մեղադրյալների նկատմամբ կալանավորումը որպես խափանման միջոց ընտրելու մասին, որոնք բավարարվել են:

անուցում. Ենթադրյալ հանցանքի մեջ կասկածվողը կամ մեղադրվողը համարվում է անմեղ, քանի դեռ նրա մեղավորություննապացուցված չէ ՀՀ քրեական դատավարության օրենսգրքով սահմանված կարգով` դատարանի` օրինական ոժի մեջ մտածդատավճռով:
