Հայաստանից ՄԻԵԴ ուղարկված դիմումներին տարիներով ոչ մի ընթացք չի տրվում.«Ժողովուրդ»

«Վերջին երկու-երեք տարիներին Հայաստանի փաստաբանները հաճախ են բողոքում, որ Հայաստանից մարդու իրավունքների եվրոպական դատարան ուղարկված դիմումներին տարիներով ոչ մի ընթացք չի տրվում։ Իհարկե, անցած տարվա հուլիսից, երբ ԵԴ-ում Հայաստանը նոր դատավոր ունեցավ ի դեմս ՀՀ նախկին օմբուդսմեն Արմեն Հարությունյանի, իրավիճակը շտկվել է, և մեկը մյուսի ետևից ԵԴ-ն Հայաստանի դեմ վճիռներ է կայացնում։ Սակայն միանշանակ է, որ նախկինում այս հարցում խնդիրներ են եղել։ «Ժողովուրդ»–ի տեղեկություններով՝ ՀՀ-ի դեմ դիմումները «քնացնելու» գործը կազմակերպել է ԵԴ-ում Հայաստանը ներկայացնող նախկին դատավոր Ալվինա Գյուլումյանը, որը ներկայումս ՀՀ ՍԴ դատավոր է։ Նա ԵԴ-ում պաշտոնավարելու վերջին երկու տարիներին 2012 թվականից մինչև 2014 թվականն այնպես է արել, որ Հայաստանի գործերը քննության նախապատրաստողի գրասենյակը համապատասխան մասնագետ չունենա։ Օրինակ՝ մի աշխատակիցն ամիսներով արձակուրդ է գնացել, այնուհետև գործից դուրս է եկել։ Մինչև նոր աշխատակից են մրցույթով ընտրել, ամիսներ է տևել։ Բայց նոր նշանակված աշխատակիցն էլ, պարզվել է, հղիության վեցերորդ ամսում Է եղել։ Այսինքն՝ կարճատել աշխատելուց հետո ֆիզարձակուրդ է մեկնել։ Մի խոսքով՝ ամեն ինչ եղել Է օրինականության շրջանակներում։ Մինչև «հարիֆ» եվրոպացիների մոտ սկսել են այս խնդրի հետ կապված կասկածներ ի հայտ գալ, այս անգամ Էլ Ալվինա Գյուլամյանն Է որոշել ԵԴ դատավորի պաշտոնից մեկ տարի շուտ հեռանալ։ Հիշեցնենք, որ դա տեղի ունեցավ 2014-ի օգոստոսին։ Մինչև Հայաստանը ԵԴ-ում նոր դատավոր ունեցավ անցավ ևս մեկ տարի։
Այսպիսով, Ալվինա Գյուլումյանը կարող է իշխանական շրջանակներում գլուխ գովել, որ իրեն հաջողվել Է եվրոպացիներին «հարիֆացնել» և Հայաստանից ստացվող դիմումները «քնացնել» առնվազն 3 տարի»,–գրում է թերթը։
