Ընտանեկան դրամագլուխները կտնօրինվեն նորովի

Տիգրանուհի Դավթյանը Ֆեյսբուքյան իր էջում գրում է.
«Երեխայի ծննդյան միանվագ նպաստի չափը սահմանելու, երեխայի ծննդյան միանվագ նպաստ նշանակելու և վճարելու կարգը հաստատելու մասին» որոշման մեջ տեղի են ունեցել փոփոխություններ:
Ըստ նոր իրավական ակտի, ընտանեկան դրամագլխի օգտագործման արդյունավետությունը բարձրանալու է:
Օրենքի համաձայն ընտանեկան դրամագլուխը, մինչև հաշվետիրոջ 18 տարին լրանալը, տնօրինվում է նաև հաշվետիրոջ կարգաթիվը որոշելու համար հաշվի առնված ընտանիքի անդամի, հաշվետիրոջ ծնողի համար առողջության ապահովագրության համար՝ առավելագույնը ապահովագրավճարի 50 տոկոսի չափով, բայց մեկ անձի համար տարեկան ոչ ավելի, քան 72000 դրամ:
Փորձը ցույց է տալիս, որ ընտանեկան դրամագլխի գումարները չեն ծառայում իրենց բուն նպատակին: Դրանք մարդկանց կողմից օգտագործվում են այլ նպատակներով:
Այս տարի բանկերից ստացվել են շուրջ 299 պետական աջակցության հաշիվներից շուրջ 1340 անձի համար շուրջ 94 մլն. դրամի ապահովագրության վճար կատարելու հարցումներ:
Տարեսկզնին ընունված օրենքի համաձայն ընտանեկան դրամագլխի գումարը կարող է տնօրինվել նաև նոր ծնված երեխայի մեկ տարին լրանալուց հետո, ցանկացած բանկային հաշվի փոխանցելու միջոցով պարբերական վճարումներ կատարելով, բայց ոչ ավելի, քան ամսական 25000 դրամը:
Օրենքի ընդունումից հետո բանկերին է ներկայացվել ընտանեկան դրամագլխից պարբերական վճարումներ կատարելու շուրջ 700 դիմում, որոնց հիման վրա վճարվել է շուրջ 30 մլն. դրամ գումար:
Շատ կարևոր է, որ գումարները ծառայեն իրենց նպատակին: Դրանով ոչ միայն առավելագույնի կհասվի տնօրինվող գումարների արդյունավետությունը, այլ նաև կլուծվեն հստակ խնդիրներ:
