Քանի դեռ իշխանությունը չունի վստահություն, ամեն ինչ կանի ցանկացած ընտրական օրենսգրքի պարագայում իր վերարտադրությունն ապահովելու համար

Էն իբր ընտրական օրենսգրքի քննարկումներում, նույնիսկ Վենետիկի հանձնաժողովի անդամների մասնակցությամբ, միակ բանը, որը հստակ երևում է, դա թե Հայ իշխանական ներկայացուցիչների, թե իբր ընդիմադիրներ կոչվածների մտքերում, նաև իբր մտավախություններում , դա միայն ու միայն ընտրախարդախությունների և դրա հնարավոր ձևերի կիրառումն է մի կողմից, մյուս կողմից էլ նույնքան հստակ պատկերացումներով՝ իբր թույլ չտալն է: Միակ բանը, որը կուզենայի լիներ, բայց ցավողք սրտի չկա ու երևի մոտ ապագայում կամ ընդհանրապես չլինի, դա ուղղակի կեղծարարության մասին մտածողության բացակայությունն է:
Կգա՞ մի ժամանակ, երբ որ ոչ իշխանավորի մոտ կառաջանա ցանկություն կեղծիքներ թույլ տալու, ու ոչ էլ ընդիմադիրների մտքի ծայրով անգամ չանցնի այդ արատավոր իրողությունը:
Բայց դե երևի քանի դեռ իշխանությունը չունի վստահություն ժողովրդի մոտ ու այս տեմպերով ու իշխանության հավակնություններով չի ունենա և ոչ մի իշխանություն մոտ ապագայում, ապա նա կանի ամեն ինչ ապահովվելու իր վերարտադրությունը ցանկացած ընտրական օրենսգրքի պարագայում, և դա լրիվ հնարավոր է, իսկ ընդիմությունն էլ հիմնականում իր իշխանավարության տարիներին էլի օգտված լինելով կեղծարարության ընձեռած պտուղներից, պիտի յուրահատուկ իմացությամբ աշխատի ի ցույց դնել և մատնանշել հնարավոր տարբերակները:
