Ի՞նչ պատճառներ են թաքնվում ռուսական զորքերը Սիրիայից դուրս բերելու որոշման հետևում

Կոնստանտին Տեր-Նակալյանը ֆեյսբուքյան իր էջում գրում է.

Պոիտինը բոլորի համար անակնկալ որոշում է կայացրել ու հայտարարելով, որ զորախմբի առջև դրված հիմնական խնդիրները ընդհանուր առմամբ կատարված են, հրամայել է սկսել զզորքերի մասնակի դուրս բերումը։ Սա միանգամաից տարատեսակ մեկնաբանությունների ու պրոֆանացիաների առիթ դարձավ, բայց պետք է հասկանալ որոշակի նրբություններ, որպեսզի հնարավոր լինի կռահել նման որոշման պատճառները․

1․ Նախ, խոսքը չի գնում ռուսական ամբողջ զորախմբի դուրսբերման մասին։ Սիրիայում այսպես, թե այնպես շարունակելու են գործել Տարտուսի ծովային ու Խմեյիմի ավիացիոն բազաները։ Խնդիրը թերևս նրանում է, որ կկրճատվի Սիրիայում ներկայումս գործող զորախմբի անձնակազմն ու տեխնիկայի թիվը։

2․ Սա ակնհայտորեն ԱՄՆ-ի հետ համաձայնեցված որոշում չէ, քանի որ այս որոշման կայացումից ժամեր անց, ԱՄՆ-ը կոնգրեսսը երկու բանաձև է ընդունել, որոնցից մեկը անբովանդակ ու անհասցե դեկլարացիա է՝ Քրիստոնյաների ցեղասպանության մասին, իսկ մյուսը ռազմական տրիբունալ ստեղծելու անհրաժեծշտության մասին է, ընդ որում, ընդ որում, ի սկզբանե հայնի են «գլխավոր մեղավորները»․ իշխող ռեժիմ, Հըզբոլլա, Իրան, Ռուսաստան։

Հիմա եկեք հասկանանք, թե ինչու կայացվեց նման որոշում։ Նշեմ ուղղակի մի շարք փաստեր ու հավանական տարբերակներ․

- Այս օպերացիան Ռուսաստանի վրա արդեն իսկ նստել է առնվազն մի կես միլիարդ դոլար։

- Ռուսները շարունակում են պահպանել իրենց ռազմական ներկայությունը, ինչպես նաև շարունակելու են Ասսադին զենք, զինամթերք ու ինստրուկտորներ ապահովել՝ ռազմատեխնիկական համագործակցության շրջանականերում։

- Կա հավանականություն, որ ռուսները չեն ուզում կրկնել աֆղանական սխալները և անմիջականորեն ավանգարդում կռվողի կարգավիճակը ուզում են թողնել Ասսադի զորքերին, իսկ իրենք կբավարարվեն նրանց արտաքին միջամտությունը բացառող երաշխավորը, ինչպես նաև կօգնեն զենքով ու այդ զենքը կիրառել սովորեցնողներով։ Հարկ եղած դեպքում՝ ավելի փոքր մասշտաբների ավիացիոն գործողություններ կանեն։

- Կա նաև մեկ այլ հավանականություն, որ սա դեմարշ էր ընդդեմ Ասսադի, ով զգալով, որ իր դիրքերը կայունանում են, որոշել է այլևս հլու-հնազանդ չենթարկվել ռուսներին՝ խաղաղ բանակցությունների կոնտեքստում։ Մասնավորապես շրջանառվում է մի վարկած, համաձայն որի, ռուսները «նեղացել» են Ասսադից, քանի որ վերջինս կտրականապես դեմ է Սիրիայի՝ դաշնային պետության վերածմանը։

- Կա նաև մեկ այլ ավելի մռայլ հավանակնություն․ ռուսները կարող են այդ զորքերն ու տեխնիկան կիրառելու այլ առաջնահերթություններ էլ ունենալ՝ մոտակա հեռանկարում, իսկ քանի որ Ռուսաստանը շատ հեռու է Սովետ լինելուց, ինքը բավականին սահմանափակ ռազմական ռեսուրսներ ունի ու այսօր Սիրիայում կենտրոնացրել է իր ամենաժամանակակից տեխնիկայի ու ամենապատրաստված պերսոնալի առյուծի բաժինը։ Եթե ենթադրենք, որ Ռուսաստանում այլ ուղղություններից վերահաս վտանգ են ակնկալում, ապա տրամաբանական է, որ այդ ժամանակակից տեխնիկան ու անձնակազմը տեղափոխում են հենց այդ վտանգավոր ուղղություններում անվտանգությունն ապահովելու համար։
