Յուրաքանչյուր պետության կարևորագույն գործառույթներից է արտաքին աշխարհի հետ կապակցվածությունը: Սա ավելի է կարևորվում հատկապես 21-րդ դարում, քանի որ աշխարհը դարձել է խիստ արագ փոփոխվող, իսկ այս պայմաններում պարզապես անհնար է գոյատևել՝ չունենալով արտաքին գործընկերություն: Այսօր հասարակությունները դարձել են ավելի բաց, թափանցիկ, միմյանց հետ հարաբերվող, որն էլ հանգեցնում է պետությունների կողմից հատուկ քաղաքականության: Արտաքին աշխարհի հետ հարաբերվելու ճկուն ռազմավարության առկայությունը ցանկացած պետության գերխնդիրն է:

Անշուշտ, այս առումով, հարևանային քաղաքականությունը առավել քան կարևոր է: Հայաստանի պարագայում, ցավոք, այս հարցը այդքան էլ ոգևորող չէ: Հայաստանը, երկու կողմից շրջափակաման մեջ գնտվելով հանդերձ, այնուամենայնիվ, ձգտում է ունենալ բարիդրացիական հարաբերություններ մյուս հարևանների հետ: Բնականաբար, այստեղ առանձնանում են Իրանը և Վրաստանը: Հատկապես Վրաստանի հարցում խնդիրը այլ է, քանի որ, նախ՝ Վրաստանը տարածաշրջանում միակ քրիստոնյա հարևան պետությունն է, իսկ մյուս կողմից՝ այսօր ստեղծվել է մի իրավիճակ, երբ արտաքին աշխարհի հետ կապակցվելու գրեթե հիմնական «անոթները» անցնում են Վրաստանով (չնայած Իրանը նույնպես հսկայական հեռանկար է՝ հարաբերությունների խորացման և զարգացման հարցում):

Մյուս կարևոր գործոնը, որը պատմականորեն առկա է երկու երկրների միջև, հայ համայնքի դարավոր գոյությունն է Վրաստանում, հատկապես Ջավախքի, որն էլ թե՛ Հայաստանի, և թե՛ Վրաստանի համար ունի ռազմավարական նշանակություն: Եվ ըստ այդմ՝ պատահական չէ, որ այս երկու պետությունների մեջ հաստատվել է դարավոր բարեկամություն և եղբայրություն:

Մյուս կողմից՝ պետք է հաշվի առնել այն հանգամանքը, որ այսօր գլոբալիզացվող հասարակություններում առավել քան շեշտակի է դառնում ազգային էթնոսի գաղափարախոսությունը: Ահա այս հարթակում էլ առաջ են գալիս մի շարք հիմնախնդիրներ, կապված խոշոր խմբերի կողմից փոքր խմբերին վերամիավորելու հանգամանքի հետ: Ջավախքի հիմնախնդիրները այստեղ ավելի են ընդգծվում և, անշուշտ, կարիք ունեն նորովի վերանայման այս համատեքստում:
