Մովսես Դեմիրճյանը ֆեյսբուքյան իր էջում գրում է.

Գերակա պետական համ հանրային շահ կոչվող մարազմը, որը մեր մոտ արձանագրվել է օրենքի մակարդակում, իրականում չարիք է թե այդ նույն պետության, թե այդ նույն հանրության համար: Ի՞նչ է ասել գերակա: Ինչի՞ց գերեկա, քաղաքացու իրավունքների՞ց և մարդկային տրամաբանությունի՞ց: 

Եթե աչ դրանցից, ապա էլ ինչի՞ց, եթե հանրային և պետական շահերը խորապես նույնն են, նույն շահի արտահայտությունն են տարբեր միջոցներով' հանրային և պետական: Անվտանգությունը հանրային շահ է, որը հանրությունն իրացնում է պետության միջոցով, համընդհանուր բարեկեցությունը հանրային շահ է, որը հանրությունն իրականություն է դարձնում պետության միջոցով, և այլն: Հիմա այդ ո՞ր պետական շահն է, որ հանրային չէ: Չկա նման բան, իսկ եթե հանկարծ նման բան ձևակերպվեց, այն էլ օրենքի տեսքով, ապա դա կնշանակի, որ այդ նույն պահից Հայաստանում պետությունը կիսվում է երկու մասի, դառնում պետություն հանրության համար և պետություն ինչ-որ այլ շահեր ունեցող անձանց համար: 

Մենք կրկեսի վերածելու պետություն չունենք, բայց ունենք գերակայի անվան տակ սրա-նրա մասնավոր շահը պաշտպանող և հանրային շահը ոտնահարող պետությու՞ն: 
Լավ, եթե այդ շահը հանրային կամ պետական գերակա շահ է, ինչքան էլ որ ղեկավարներից ոմանք չեն հասկանում կամ չեն պատկերացնում դրանց նույնությունը, ապա ինչու՞ հանրությունը չի մասնակցում որևէ բան գերակա շահ ճանաչելու գործընթացին: 
Մի հատ մարդկանց հարցրեք և նրանք կասեն, որ այսօր մեր երկրի համար գերակա շահ պետք է ճանաչվի արդարադատությունը, անվտանգությունը, կրթությունը....
