ԸՕ-ի նախագծով՝ կօգտագործվի երկու քվեատուփ և մեկ դակիչ

Քիչ առաջ մեկնարկել է ՀՀ արդարադատության նախարարության կողմից կազմակերպված հանրային քննարկումը նոր ընտրական օրենսգքի նախագծի շուրջ։ Ընտրական օրենգրքի նախագիծը ներկայացրեց Արդարադատության նախարար Արփինե Հովհաննիսյանը։ Խոսելով խորհրդարանի ձևավորման մասին՝ նախարարը նշեց, որ Ազգային ժողով ընտրվելու և մանդատների բաշխման մասին որոշում ընդունվում է, եթե ընտրության արդյունքում ընտրություններին մասնակցող կուսակցություններից մեկը ստացել է առնվազն 53 մանդատ: «Ազգային ժողովի պատգամավորների մանդատների նախնական բաշխման մասին որոշում ընդունվում է, եթե Ազգային ժողովի ընտրություններին մասնակցող կուսակցություններից որևէ մեկը մանդատների բաշխման արդյունքում չի ստանում առնվազն 53 մանդատ:
 
Ազգային ժողովի մանդատները բաշխվում են այն կուսակցությունների և կուսակցությունների դաշինքների ընտրական ցուցակների միջև, որոնք ստացել են կողմ քվեարկված քվեաթերթիկների ընդհանուր թվի և անճշտությունների թվի գումարի համապատասխանաբար առնվազն` կուսակցության դեպքում` 5, իսկ կուսակցությունների դաշինքի դեպքում` 7 տոկոս կողմ քվեարկված քվեաթերթիկներ: Եթե կողմ քվեարկված քվեաթերթիկների ընդհանուր թվի և անճշտությունների թվի գումարի համապատասխանաբար առնվազն 5 կամ 7 տոկոս կողմ քվեարկված քվեաթերթիկներ ստացել է ընդամենը մեկ կուսակցության կամ կուսակցությունների դաշինքի ընտրական ցուցակ, ապա մանդատների բաշխմանը մասնակցում են հաջորդ երկու` համապատասխանաբար առավելագույն կողմ քվեարկված քվեաթերթիկներ ստացած կուսակցությունները, կուսակցությունների դաշինքները»,- մանրամասնեց նախարարը։
 
Նա նաև ներկայացրեց, թե ինչպես է կատարվում կուսակցության, կուսակցությունների դաշինքի հասանելիք մանդատների թվի հաշվարկը. յուրաքանչյուր կուսակցությանը կողմ քվեարկված քվեաթերթիկների թիվը բազմապատկվում է 101-ով, արդյունքը բաժանվում է արգելապատնեշը հաղթահարած կուսակցություններին կողմ քվեարկված քվեաթերթիկների ընդհանուր թվի վրա և առանձնացվում են ամբողջ թվերը, որոնք յուրաքանչյուր կուսակցության, կուսակցությունների դաշինքի հասանելիք մանդատների թվերն են:
 
Նախարար Հովհաննիսյանը բացատրեց, թե ինչպես է կատարվելու տարբեր գույների քվեաթերթիկներով քվեարկությունը։ Նրա փոխանցմամբ՝ քվեարկելուց անմիջապես հետո ընտրողը մոտենում է քվեատուփի մոտ տեղակայված դակիչին, դակում է ծրարը, որից հետո հանձնաժողովի անդամը բացում է քվեատուփի ճեղքը և ընտրողին հնարավորություն է ընձեռում քվեարկության ծրարը քվեատուփի մեջ գցելու համար: Չօգտագործված քվեաթերթիկներով երկրորդ ծրարը նույնպես դակվում է և ընտրողին հնարավորություն է ընձեռում չօգտագործված քվեաթերթիկների համար նախատեսված քվեատուփի մեջ գցելու համար: Դակիչը քվեարկության ողջ ընթացքում պետք է գտնվի քվեատուփի մոտ` բոլորի համար տեսանելի տեղում:
