Դավիթ Հարությունյանը խոստովանեց․ լավագույն տարբերակը չէ

Ընտրական օրենսգրքի նախագծի հանրային քննարկման ժամանակ ԲՀԿ ղեկավար Նաիրա Զոհրաբյանը բարձրացրեց, թերևս, մամուլում ամենաքննարկվող հարցը։ Բանն այն է, որ նոր օրենսգրքի նախագծում սահմանափակված է ընտրական գործընթացներին հենց տեղամասերից հետևող լրագրողների և դիտորդական կազմակերպությունների թիվը, ըստ որի, յուրաքանչյուր ընտրատեղամասում միաժամանակ չի կարող գտնվել 8-ից ավելի տեղացի դիտորդ ու լրատվամիջոցի ներկայացուցիչ: Զոհրաբյանը, դիմելով կառավարության աշխատակազմի ղեկավար-նախարար Դավիթ Հարությունյանին, տարակուսեց, թե հանձնաժողովի նախագահը մի՞թե ԵԱՀԿ ներկայացուցիչ Դունյա Միյատովիչն է, ով կարող է որոշել, թե առաջնահերթությունը որ ԶԼՄ-ին տա։
«Հացի հե՞րթ է, ի՞նչ է, ով առաջինը եկավ գրանցվեց, ունենալու է առավելություն։ Կարծում եմ՝ կատեգորիկ անընդունելի դրույթ է սահմանափակել լրատվամիջոցների ներկայությունը, քանի որ որևէ հանձնաժողովի նախագահ որևէ չափորոշիչներով չի կարող որոշել առաջնահերթությունները»,-զարմացավ Զոհրաբյանը։ Դավիթ Հարությունյանը խոստովանեց, որ, իհարկե, դա լավագույն լուծումը չէ և բացատրեց, թե ինչու են առաջարկել կոպիտ այդ մեխանիզմը։
«Մեր հիմնական խնդիրը հետևյալն է եղել համակարգում, որը մենք ենք առաջարկում, տեսականորեն կարող է լինել 230 թեկնածու, այդ պատճառով դեմ ենք եղել, որ թեկնածուներն ունենան վստահված անձեր, այլ թույլ ենք տվել, որ ունենան միայն կուսակցությունները։ Բայց, ցավոք սրտի, մեզ մոտ շատ տարածված երևույթ է, որ լիբերալության պատճառով թեկնածուներն իրենց ներկայացուցիչներին ուղարկում են ընտական տեղամաս՝ դիտորդի կամ ԶԼՄ ներկայացուցիչների կարգավիճակով»,- մեկնաբանեց Հարությունյանը՝ մանրամասնելով, որ բացում են էլեկտրոնային լրատվամիջոց և բաժանում են լրագրողական վկայական։ Հարությունյանը վստահեցրեց, որ դրել են նման արհեստական սահմանափակում, սակայն պատրաստ են քննարկել ցանկացած ողջամիտ առաջարկ, որը հնարավորություն չի ընձեռի տեղամասում խառնաշփոթ առաջացնել:
Նա բերեց միջազգային փորձը, երբ լրագրողներին նախապես հավատարմագրում են և վերջինս պետք է ապացուցի, որ զբաղվում է լրատվական գործունեությամբ և պարբերաբար հրապարակումներ է անում։ Պատգամավոր Խաչատուր Քոքոբելյանը համաձայնեց Դավիթ Հարությունյանի մտահոգությունների հետ, սակայն նշեց, որ նման արհեստական ԶԼՄ-ներ բացում են միմիայն իշխանության ներկայացուցիչները։
