«Հրապարակ» թերթը գրում է. «ՀՀ Պետեկամուտների կոմիտեի նոր նախագահ Հովհաննես Հովսեփյանի նշանակումից հետո այս կառույցում տարիներ շարունակ աշխատած ու պետության հաշվին միլիոններ դիզած հարկային տեսչության պետերը դիսկոմֆորտի մեջ են հայտնվել: Նրանցից շատերը կարծում են, որ հնարավոր է Հովսեփյանը ազատի «հին նալոգ հավաքողներին»` նրանց փոխարինելով նոր` իր համար առավել ընկալելի կերպարներով:
Այդ ճակատագրից խուսափելու համար շատերն արդեն անցել են հոգեբանական գրոհի: Օրինակ` ՀՀ վարչապետի խորհրդական Կովալենկո Շահգալդյանի փեսան` Հրանտ Կարապետյանը, որը Մաշտոցի հարկային ծառայության ղեկավարն է, որին իր ղեկավարած ստորաբաժանումում, մեղմ ասած, այնքան էլ չեն սիրում, գործընկերների մոտ սկսել է պարծենալ, թե Հովհաննես Հովսեփյանը, նախագահի փեսաներն իր մտերիմ ընկերներն են, եւ ինքը խնդիր չունի:
Մինչդեռ համակարգում եւ համակարգից դուրս որոշ մարդիկ հույս ունեին, որ Խաչատրյանի հեռանալով կավարտվի նաեւ Կովալի փեսայի դարաշրջանը: Համակարգում բոլորը գիտեն, որ Կարապետյանը հնարավորինս օգտվել է իր պաշտոնի առավելություններից եւ անգամ բաժնեմասեր ձեռք բերել ամենատարբեր բիզնեսներում, այդ թվում եւ Ռուսաստանում, ուստի, կարծում են, որ պաշտոնը զիջելու ժամանակն արդեն եկել է»:
