Արմեն Մելիքյանը Ֆեյսբուքյան իր էջում գրում է.
1921 թվականի մարտին Մոսկվայում կնքված ռուս-թուրքական պայմանագիրն, ըստ էության, համաձայնագիր էր նաև Հարավային Կովկասի գոտում Թուրքիայի և բոլշևիկյան Ռուսաստանի միջև՝ նախկին Ռուսաստանյան կայսրության և Օսմանյան կայսրության միջպետական սահմանի վերանայման և դրանից դեպի արևելք՝ մինչև Կասպից ծովը գտնվող տարածքներում ազդեցության գոտիների և հատուկ շահերի ապահովման ու փոխադարձ ճանաչման վերաբերյալ: 1921 թվականի հոկտեմբերին Ադրբեջանական ԽՍՀ, Թուրքիայի, Հայկական ԽՍՀ և Վրացական ԽՍՀ կողմից կնքված քառակողմ Կարսի պայմանագիրը կոչված էր հաստատելու այն իրողությունը, որ Հարավային Կովկասի երեք խորհրդային հանրապետությունները ճանաչում են ռուս-թուրքական պայմանագրի՝ իրենց վերաբերող բոլոր դրույթները և համաձայն են դրանով նախատեսված միջպետական սահմանազատման կոնկրետ պահանջներին: Խորհրդային Հայաստանի պետական սահմանն Ադրբեջանի, Թուրքիայի և Վրաստանի հետ որոշվել, գծվել և փոխադարձաբար ճանաչվել է հենց Կարսի պայմանագրի ստորագրումով: 2005 թվականին Վրաստանը պաշտոնապես դուրս եկավ Կարսի պայմանագրից, նախապես խելամտորեն լուծելով պայմանագրի մասնակից Ադրբեջանի, Թուրքիայի և Հայաստանի հետ սահմանազատման խնդիրը երկկողմ միջպետական փոխհամաձայնությունների հիման վրա: Ադրբեջանն այդ պայմանագիրն առոչինչ հռչակեց շատ ավելի վաղ՝ 1991 հոկտեմբերի 18-ին, երբ իր պետականության վերականգնման վերաբերյալ ընդունված սահմանադրական ակտի ընդունումով իրեն հռչակեց 1918-20 թվականների միջազգայնորեն չճանաչված Ադրբեջանի Դեմոկրատական Հանրապետության իրավահաջորդ և ուժը կորցրած համարեց 1920 թվականի ապրիլից ի վեր՝ ռուս-բոլշևիկյան օկուպացիայի պայմաններում ստորագրված պայմանագրերն ու այլ իրավական ակտերը: Ելնելով դրանից, այժմ եթե անգամ պաշտոնական Բաքուն հայտարարի, որ Կարսի պայմանագիրը ճանաչում է որպես գործող փաստաթուղթ, դա հիմք չի լինի վերջինիս՝ որպես պայմանագրի մասնակից ճանաչելու համար: Դրանից հետո հայ- ադրբեջանական սահմանի վերաբերյալ երկկողմ պայմանավորվածություններ ձեռք չեն բերվել: Այսպիսով, Հայաստանը երկկողմ փոխհամաձայնության սկզբունքով ճանաչված սահման ունի Իրանի և Վրաստանի հետ: Փաստորեն, այսօր Կարսի պայմանագիրը գործում է բացառապես հայ-թուրքական միջպետական սահմանի մասով և սա լուրջ մտորելու առիթ է մեր պատասխանատուների համար:
