Չտրամաբանված փաստեր «Ժառանգությունից»

Արման Ղարիբյանը ֆեյսբուքյան իր էջում գրում է.
ՀՀ քաղաքական դաշտի ուժերից «Ժառանգություն» կուսակցությունն անդրադառնալով օրերս Վենետիկ հանձնաժողովի կողմից ներկայացված և Կառավարության կողմից հաստատված նոր Ընտրական օրենսգրքի փոփոխություններին, որը կապված նոր ընդունված Սահմանադրության պետք է փոփոխությունների ենթարկվեր, հանդես է եկել հայտարարությամբ, որտեղ նշվում է, թե կուսակցությունը մեծ նշանակություն է տալիս ազատ, արդար ու թափանցիկ ընտրությունների անցկացմանը, քանի որ ընտրելու և ընտրվելու իրավունքը մարդու հիմնարար իրավունքներից է:
Այստեղ հարկ է ուղղակի փաստել, որ ՀՀ Սահմանադրության 3-րդ հոդվածով արդեն ամրագրված է, որ ՀՀ-ում բարձրագույն արժեքը մարդն է, որ քաղաքացու արժանապատվությունը, իրավունքների և ազատությունների անքակտելի հիմքն է: Ավելորդ չէ ևս մեկ անգամ ընդգծել նաև, որ մարդու և քաղաքացու հիմնական իրավունքների և ազատությունների հարգումն ու պաշտպանությունը հանրային իշխանության պարտականությունն է:
Ըստ քաղաքական ուժի մոտեցման, որպես ընտրությունների կազմակերպման կարևոր բաղադրիչ է նշվում քվեասենյակի և ընտրատեղամասի առցանց տեսանկարահանում կազմակերպումը: Նոր Ընտրական օրենսգրքում նշվում է, որ ընտրողների գրանցումը կատարվելու է էլեկտրոնային համակարգի միջոցով, որով տեղամասում գտնվող հատուկ տեխնիկական մասնագետը գրանցելու է ընտրողներին: Ընտրողները միաժամանակ կկարողանան գրանցվել թե սովորական անձնագրերով, թե բիոմետրիկ անձնագրերով, ինչպես նաև նույնականացման քարտերով:
Ընտրության գործընթացում համակարգն ավտոմատ ճշտելու է, թե արդյո՞ք քաղաքացին ընդգրկված է ընտրողների ցուցակում և արդյո՞ք չի քվեարկել: Բացի այդ, եթե քաղաքացին քվեարկում է բիոմետրիկ անձնագրով կամ ID քարտով, ապա համակարգչի էկրանին կերևա ընտրողի նկարը: Ըստ ամենայինի նշված գործընթացն ունի նկատելի առավելություն ներկայումս գործողից և լուրջ քայլ է հնարավորինս առավել ժողովրդական և թափանցիկ ընտրություններ կազմակերպելու համար:
Ներկայացվող փաստերից առանձնացնենք նաև, այն թեզիսը, ըստ որի ընտրություններում ձայների 3 տոկոսը հաղթահարած կուսակցությունների նախընտրական ծախսերի մասնակի փոխհատուցումը պետական ֆինանսավորմամբ, անընկալելի է. քանզի տրամաբանությունից զուրկ է այն փաստը, որ պետբյուջեից գումար հատկացվի որևէ կուսակցության քաղաքական գործընթացում որոշակի հաջողություն չունենալու դեպքում, անկախ նրանից թե քանի տոկոս քվե է հավաքել:
Հավելենք, որ այս ընտրական մոդելը հնարավորություն կընձեռի ժամանակի ընթացքում տարածքներում ձևավորել ուժեղ կուսակցական ներկայացվածություն, որը դեմոկրատական հասարակության կայացմանն ուղղված նկատելի դրսևորում է:
