Նոր Սահմանադրությամբ նախագահը ձերբազատված կլինի քաղաքական պարտավորություններից

Խորհրդարանական կառավարման համակարգ ունեցող երկրներում հանրապետության նախագահը կառավարման գործընթացների մեջ ներգրավվածություն չունի: Այս մասին նշեց Սահմանադրական բարեփոխումների մասնագիտական հանձնաժողովի անդամ Վարդան Պողոսյանը: «Արմենպրես»-ի փոխանցմամբ, ներկայացնելով Սահմանադրության նախագծի 5-րդ գլուխը, որը վերաբերում է ՀՀ նախագահի գործառույթներին ու կարգավիճակին, և 123 հոդվածի 1-ին կետը' համաձայն որի' հանրապետության նախագահը պետության գլուխն է ու մարմնավորում է ազգային միասնությունը' Պողոսյանն ասաց, որ հանրապետության նախագահը Սահմանադրության կանոնների պահպանման երաշխավորն է, իսկ Սահմանադրությունը վերկուսակցական փաստաթուղթ է:
«Սահմանադրությունը բոլորի համար է: Եթե նախագահի պարտականությունը Սահմանադրության պահպանմանը հետևելն է, ուրեմն նա պետք է լինի անաչառ, պետք է լինի չեզոք և, եթե նա իրականացնում է այդ ամենը, ապա նպաստում է հասարակության ինտեգրմանը: Նա իրավունք չունի կողմնապահ լինել, նա իրավունք չունի իր դիրքորոշումների ժամանակ ակնհայտ քաղաքական նախապատվություն տալ այս կամ այն կուսակցությանը: Խորհրդարանական համակարգում նախագահական ինստիտուտի առավելությունը հենց այն է, որ նա ձերբազատված լինելով քաղաքական պարտավորություններից, նպաստում է, որ տվյալ պետությունում լինի միասնականություն և հիմնական արժեքների շուրջ լինի կոնսենսուս: Մնացած հարցերի վերաբերյալ թող կուսակցությունները վիճեն խորհրդարանում: Բայց հանրապետության նախագահի խնդիրը մնայուն ու հիմնարար արժեքների պահպանմանը հետևելն է»,- ասաց Պողոսյանը:
