ՀՀ Ազգային անվտանգության հայեցակարգի փոփոխման օրակարգը

Ալեն Ղևոնդյանը Ֆեյսբուքյան իր էջում գրում է.
2015թ. դեկտեմբերի 6-ին տեղի ունեցավ ՀՀ Սահմանադրական բարեփոփխման հանրաքվե, որով փոփոխվեց ՀՀ պետության պետական կառավարման համակարգի կազմավորման ու գործառնման ողջ մոդելը, սկզբունքները, փիլիսոփայությունը: Այսօր քննարկման օրակարգում է ՀՀ Ըտրական նոր օրենսգիրք ունենալու հարցը, որի մշակված տարբերակը կարծեմ արդեն ուղարկվել է եվրոպական «բարձր» ատյաններ մասնագիտական կարծիքի:
Եթե պետությունն այսօրվա անկայուն աշխարհում գնում է պետական կառավարման նմանօրինակ խորքային ու ծավալային փոփոխությունների, ապա տրամաբանական է, որ փոփոխման պետք է ենթարկվի նաև այնպիսի ռազմավարական նշանակության փոստաթուղթ, ինչպիսին ՀՀ Ազգային անվտանգության ռազմավարությունն է (ՀՀ ԱԱՀ), որը մշակվել ու շրջանառության մեջ է մտել դեռ 2007թ-ից:
Ազգային անվտանգության ռազմավարությունները աշխարհի բոլոր երկրներում ուղղենիշային փաստաթղթեր են, որոնք ֆիքսում ու արձանագրում են պետական զարգացման, անվտանգության ապահովման բոլոր ոլորտների ընդհանուր ուղղվածությունը, միտումը, փիլիսոփայությունը: Աշխարհի տարբեր երկրներ սովորաբար ձեռնպահ են մնում այդօրինակ ռազմավարությունների պարբերական փոփոխություններից, քանի որ նման փաստաթղթերը իրենց մեջ ամփոփում են պետության ռազմավարական օրակարգը և մեկ օրվա համար չի, որ ստեղծվում են:
Մեզ մոտ նման օրակարգ սահմանվել է 2007թ-ից: Անկասկած, ՀՀ ԱԱՀ-ի մի շարք դրույթներ, սկզբունքներ, մոտեցումներ արդիական են մինչ օրս: Սակայն իրավիճակը, ինչպես մեր տարածաշրջանում, այնպես էլ մեր շուրջ, գլոբալ աշխարհում, սկզբունքորեն փոփոխվել է: Փոփոխվել է ազգային պետության դերն ու նշանակությունը, վտանգների ու սպառնալիքների բնույթն ու ազդեցության աստիճանը: ՀՀ ազգային շահերի որոշ բաղադրիչներ նույնպես ենթարկվել են սրբագրումների, փոփոխվել է մեր անվտանգության առաջնային միջավայրը կազմող երկրների (Թուրքիա, Իրան, ՌԴ) դերն ու նշանակությունը, ներգրավման աստիճանը: Նոր պայմաններում տեղի է ունեցել գլոբալ անկայունության աճ, որը իր բացասական անդրադարձներն է ունեցել բոլոր երկրների վրա: Դիցուկ. անկայունությունը Մերձավոր Արևելքում պայմաններ է ստեղծել սփյուռքի մեր հիմնական գաղթօջախներից մեկի՝ Սիրիական համայնքի նվազման ու քայլ առ քայլ ոչնչացման համար, հանգեցրել է տնտեսության, սոցիալական ապահովության ոլորտում նոր բնույթի ու սրության մարտահրավերների ի հայտ գալուն: Եվ վերջապես ՀՀ ԱԱՀ-ում սրբագրումների համար կարևոր հանգամանք է 2015-ի հանրաքվեից հետո, Սահմանադրական փոփոխությունների արդյունքում ՀՀ-ում պետական բարձրագույն իշխանության լիազորություններ/պարտավորություններ շաղկապման փոփոխությունը:
Վերոնշյալ իրավիճակային ու բովանդակային փոփոխությունները նոր մարտահրավերներ ու հնարավորություններ են, որոնք պայմաններ են ստեղծում, որպեսզի ՀՀ-ը որոշակի փոփոխություններ կատարի ՀՀ Ազգային անվտանգության իր որդեգրած ռազմավարության մեջ՝ փորձելով այն համապատասխանեցնել նոր աշխարհի օրակարգին ու այնտեղ անվտանգության մեր պահանջներին:
