Մոնոպոլիայի ստեղծո՞ւմ «ղումարբազությունն» արգելելու անվան տակ

Անցյալ տարվա դեկտեմբերին ԱԺ արտահերթ նստաշրջանում քննարկման ներկայացվեց «Շահումով խաղերի և խաղատների մասին» ՀՀ օրենքում փոփոխություններ և լրացումներ կատարելու մասին և «Գովազդի մասին» ՀՀ օրենքում լրացումներ կատարելու մասին նախագծերի փաթեթը:
Նախագծերի փաթեթը ներկայացնելիս ֆինանսների փոխնախարար Վախթանգ Միրումյանն ասաց, որ այս փոփոխություններով կառավարությունն ուզում է արգելել ինտերնետ շահումով խաղերի գովազդը հեռուստատեսությամբ, ռադիոյով և տարածման այլ միջոցներով: Այլ կերպ ասած՝ ինչպես խաղատների և մյուս շահումով խաղերի դեպքում, այնպես էլ ինտերնետ շահումով խաղերի դեպքում, գովազդը պետք է արգելվի:
Սակայն հետաքրքրական է, որ կառավարությունը գովազդի արգելքը չի տարածում ամբողջությամբ, այլ գովազդները թույլատրում է միայն մաքսակետերում և 4 աստղանի համապատասխան որակավորում ունեցող բարձրակարգ հյուրանոցներում: Պատասխանելով հարցին, թե ինչու ընդհանրապես չեն արգելում նման գովազդ տեղադրելը, Միրումյանն ասել էր, թե բիզնեսի տեսանկյունից այդպես է նպատակահարմար. դա շարժառիթ կարող է հանդիսանալ դրսից զբոսաշրջիկների ներգրավման համար:
Առաջին հայացքին թվում է, թե նախագիծը միտում ունի պայքարել շահումով խաղերի գովազդի դեմ, սակայն հարկ է ուշադրություն դարձնել այն հանգամանքի վրա, որ այդ արգելքը, սահմանափակումը չի տարածվում բոլոր տնտեսվարողների վրա:
Այսինքն՝ շահումով խաղերն առաջարկող կազմակերպություններն այլընտրանք չունենալով՝ պետք է իրենց գովազդը տան միմիայն կառավարության կողմից այս օրենքով «յուրային» համարված տնտեսվարողներին, որոնց օրենքի արգելքը չի վերաբերում:
Այլ կերպ ասած՝ օրենքը, որը երկակի մոտեցում է ցուցաբերում տարբեր տնտեսվարողների նկատմամբ, պարզապես քողարկվել է շահումով խաղերով և մոլախաղերով հրապուրվելու կանխարգելման շղարշի տակ:
Այնինչ փոքրաթիվ տնտեսվարողներն այս օրենքով ձեռք են բերում նման գովազդ տեղադրելու մոնոպոլիա՝ զրկելով բազմաթիվ տնտեսվարողների շահույթ ունենալու հնարավորությունից:
