Ընտրական օրենսգրքի նախագիծը կներկայացվի ՀՀ Ազգային Ժողով

Տիգրանուհի Դավթյանը Ֆեյսբուքյան իր էջում գրում է.
Եթե ՀՀ կառավարությունն իր վաղվա՝ մարտի 3-ի նիստում հավանություն տա «ՀՀ ընտրական օրենսգրքի» և մի շարք օրենքների փոփոխությունների նախագծերին, ապա օրինագծերի այդ փոթեթը սահմանված կարգով կներկայացվի ՀՀ Ազգային ժողով: Նոր ընտրական օրենսգրքի ընդունումը բխում է ՀՀ սահմանադրության պահանջներից՝ ընտրական օրենսգիրքը պետք է համապատասխանեցվի Սահմանադրությանը և ուժի մեջ մտնի ս.թ. հունիսի 1-ից:
Նոր օրենսգրքի դրույթներով ամրագրվել են մեկից ավելի անգամ քվեարկելը բացառելու ավելի արդյունավետ միջոցներ, մասնավորապես՝ կանոնակարգվել են ընտրացուցակների կազմման, վարման, հրապարակայնության, ընտրողների գրանցման փուլերը, որոնք իրականացվում են գործընթացի մասնակիցների համար բաց և վերահսկելի պայմաններում:
Նախագծի փոփոխություններից մեկը վերաբերում է Ազգային ժողովի ձևավորմանը: Ազգային ժողովի ընտրությունն անցկացվում է համամասնական ընտրակարգով, երկրի ամբողջ տարածքն ընդգրկող մեկ բազմամանդատ ընտրատարածքից՝ կուսակցությունների, դրանց դաշինքի համապետական և տարածքային ընտրացուցակներով առաջադրված պատգամավորների թեկնածուների թվից:
ՀՀ տարածքը բաժանվում է 13 ընտրատարածքի. ամեն մի մարզ ներկայացնում է մեկ տարածք, իսկ Սյունիքի և Վայոց ձորի մարզերը դիտարկվում են համատեղ մեկ տարածք, Երևան քաղաքը բաժանվում է 4 տարածքի: Ընտրությանը մասնակցող կուսակցություններից ու դաշինքներից յուրաքանչյուրը առաջադրում է թեկնածուների մեկ համապետական ցուցակ և մեկական տարածքային ընտրացուցակ: Այս վերջին ցուցակում կարելի է առաջարկել առնվազն 5 թեկնածու՝ յուրաքանչյուր 10 հազար ընտրողի հաշվով մեկ թեկնածու:
Համապետական ընտրացուցակը բաղկացած է երկու մասից՝ ընդհանուր կուսակցության ընտրացուցակն է, որտեղ պետք է ընդգրկված լինեն բոլոր տարածքների թեկնածուները, ինչպես նաև կարող են ընդգրկվել այդ կուսակցության կամ դաշինքի անդամ կուսակցություններից ոչ մեկի անդամ չհանդիսացող անձինք: Ամեն մի ցուցակ պետք է ունենա փոքր հատված՝ երկրորդ մաս, որը վերաբերում է ազգային փոքրամասնություններին:
