Երկրում առկա խնդիրների լուծման մասին շատերի ունեցած պատկերացումները բավականին մակերեսային են

Շատ է խոսվում երկրում առկա քաղաքական և տնտեսական խնդիրների մասին, սակայն վստահ եմ այդ խնդիրների պատճառների և դրանց լուծման մասին շատերի ունեցած պատկերացումները բավականին մակերեսային են: Ստեղծված իրավիճակն առավել խորը վերլուծելու համար, բացի ռազմավարական մտածելակերպից, անհրաժեշտ է անդրադառնալ այնպիսի հասկացությունների, ինչպիսիք են՝ հասարակության ներսում առկա մարդկային կապիտալը, վստահության աստիճանն ու վերոգրյալ երկու բաղադրիչից բխող հասարակական կապիտալի հարաբերական կշիռը:
Պետության բարօրությունը, ինչպես նաև մրցունակությունը, պայմանավորված են միակ ամենաթափանց մշակութային բնութագրով՝ վստահության աստիճանով, որը հատուկ է տվյալ հասարակությանը:
Մարդկային կապիտալ հասկացությունը հիմնվում է այն նախադրյալի վրա, որ ժամանակակից պայմաններում կապիտալ են ոչ այնքան հողը, գործարանները, գործիքներն ու հաստոցները, որքան մարդկանց որակավորումն ու գիտելիքները, ընդ որում, ժամանակակից աշխարհում նշյալ գործոնների նշանակությունը գնալով մեծանում է: Որակավորումից ու գիտելիքներից բացի մարդկային կապիտալը նաև որոշակի առումով միմյանց հետ շփվելու մարդկանց ունակությունն է, որը կարևոր նշանակություն ունի ոչ միայն տնտեսական ակտիվության, այլ բառացիորեն հասարակական կյանքի բոլոր ասպեկտների համար:
Շփվելու, կոլեկտիվ գործողությունների դիմելու ընդունակությունը իր հերթին կախված է այն բանից, թե այս կամ այն հանրույթներն ինչ չափով են հետևում ընդունված նորմերին ու արժեքներին և կարողանում անձնական շահերը ստոորադասել մեծ խմբի շահերին: Այդպիսի ընդհանուր արժեքների վրա է հիմնվում վստահությունը:
Վստահությունը որոշակի հանրույթի շրջանականերում առաջացող այն բանի սպասումն է, որ տվյալ հանրույթի անդամները կգործեն ազնիվ ու կարգին՝ ընդունված նորմերին համապատասխան փոխօգնության հասնելու պատրաստակամություն դրսևորելով:
Հասարակական կապիտալը՝ հասարակության կամ դրա մասերի մեջ առկա վստահությունից բխող հնարավորությունների ամբողջությունն է: Այն կարող է գույություն ունենալ փոքրագույն ու հիմնական սոցիալական բջիջում՝ ընտանիքում, կամ էլ զգալիորեն մեծ խմբերի՝ ամբողջ ժողովրդի մակարդակով, ինչպես նաև միջանկյալ որէ խմբի շրջանակում: Հասարակական կապիտալն առավել ընդգրկուն հասկացություն է և այն առավել մատչելի ընկալելու համար անհրաժեշտ է ավելի մանրամասն քննարկել:
